The contractor contacted Johnston County Public Utilities to shut their pump station off and was able to contain all the released untreated wastewater in their ditch by building a dam and blocking all culverts with non -contaminated soil. The Town was then able to pump out the ditch utilizing our vac -trucks and haul it to Little Creek Water Reclamation Facility. The repair was made, and the affected area was treated with lime and returned to its normal state with no negative affects to the environment. Per G.S. 143-215.1 C(b), the responsible party of a discharge of 1,000 or more of untreated wastewater to surface waters shall issue a press release within 24-hours of first knowledge to all print and electronic news media providing general coverage in the county where the discharge occurred. When 15,000 gallons or more of untreated wastewater enters surface waters, a public notice shall be published within 10 days and proof of publlcatlon shall be provided to the Division within 30 days. Refer to the reference statute for further detail. The Director Division of Water Resources. maytake enforcement action for SSOs that are required to be reported to Division unless it is demonstrated that: 1) the discharge was cause by sever natural conditions and there were no feasible alternative to the discharge; or 2) the discharge was exceptional, unintentional, temporary and caused by factors beyond the reasonable control of the Permittee and/or owner, and the discharge could not have been prevented by the exercise of reasonable control. Part 11 must be completed to provide a justification claim for either of the above situations. We mobilized our staff and equipment and mg0e the repair. The contractor damned up all surroundina storm drains before the spill left the ditch and was able to contain the spill to th work area. While this was happening, the county, had shut their station off, that feeds the force main, we brought both our vac trucks and were able to capture all of untreated wastewater and return it back to ours stem. Once the WW was removed we made the hole safe and made the repair to the 10" force main that was damaged. We utilized our vactrucks and pumped out all of the WW and returned it back to the system at the Little Creek WWTP for a total of 9 truck loads. I contacted DWR at 123pm and informed them of the spill, incident # 202200677. Sanford Contracting assisted us by utilizing their equipment to dig out the ditch and exposing the broken pipe. The county was able to shut the station down and divert flow to our lift station, ECIA.
