Inspection Summary:
Inspectionwas in response to a notice of intent.
The facility maintains City of Raleigh fleet vehicles (garbage trucks, police cars, fueling and vehicle washing, land scaping
equipment) and bulk materials are stored onsite. There is also a warehouse for the Parks & Recreation Department.
A vehicle fueling and wash bay are located in the northern portion of the site. These areas are swept daily and there were no
visible indications of spills. Spill kits are located around the fueling pumps. The wash bay is currently out of order while the
City addresses a positive drainage issue. The area is very well maintained and it was obvious there is regular maintenance.
An oil water seperator captures wash water.
A vehicle services building is located in the eastern portion of the site. There are fleet vehicles parked around the building. Nc
leaking vehicles were observed. No residue was observed. Fleet vehicles are maintenanced at the left side of the building.
The City also services construction equipment on the right side of the building. Used oil and other liquids were observed to
be capped and stored in applciable secondary containment. There is a second oil water seperator that captures any spills
within the Fleet Services Building. Spill kits were located inside the building. The Fleet Services Building is well maintained
and it is obvious the area recieves regular maintenance and house keeping.
The southern portion of the site is the responsibility of the Parks and Recreation Department, but is inlcuded within the
facility map for this permit. The City was informed of a third outfall that this area drains to. There is a drainage swale in the
Parks and Recreation lot that conveys stormwater to a natural area that outlets near the wet pond. At the eastern side of the
site, there is a berm in the tree line that conveys the stormwater leaving to the area near the wet pond, however the water
does not drain to the wet pond. The City was told by the consulting agency that this outfall was not considered to have
drainage from an industrial area. There is no vehicle maintenance activity or vehicle fueling occurring in this area. However,
the following were observed to be stored in the back parking lot: diesel equipment is stored in this lot, as well as general
laydown materials, older wood matierals,a small amount of spilled concrete, small amounts of scrap metal, mulch and
empty drums. There are two storm resistant shelters in the area where things like salt treated wood and additional
equipment are stored. There was a visible difference in the level of house keeping in this area. If it is determined the third
outfall should be included in the facility map, it can possibly be sampled at the end of the drainage swale, where the
stormwater leaves the parking lot and reaches the woods.lt should be noted that sand and dirt accumulating in the parking
lot will increase total suspended solid sample readings.
It is also a recomendation that empty drums be removed from the site regularly.
