If you wish to maintain active coverage under the permit, the annual fee needs to be paid. As long as it is active, it will be billed annually in the month that it was first issued. If you wish to terminate the COC coverage until the project resumes and avoid interim years of annual fees, you'll need to submit a Notice of Termination (NOT) request. If you terminate coverage, you'll have to get a new permit before the construction activity resumes again. I hope this guidance is helpful.
