misdemeanor which may include a fine not to exceed ten thousand dollars ($10,000).

Dear Permit Holder:
On February 51h, 2019, Brandon Wise, inspector with the North Carolina Department of
Environmental Quality (NCDEQ) Division of Energy, Minerals, and Land Resources met with
you at the facility located at 6200 Bryan Park Road in Browns Summit, to conduct a compliance
inspection and review the request for Representative Outfall Status (ROS). The inspection
consisted of review of the Stormwater Pollution Prevention Plan (SWPPP) and each of its
components, review of.the facility outfalls, as well as the review of the overall site conditions.
The compliance inspection was conducted to ensure all site practices and facilities are in working
order. The representative outfall inspection was conducted following the application by Procter
& Gamble for coverage of outfall #002 to be representative of outfall #003. Following the
inspection the facility was Approved for representative outfall status by Brandon Wise.
Permit:
This facility has General Stormwater Permit NCG060069 to discharge stormwater from
industrial activity associated with Food and Kindred Products [SIC 201 and Soaps,
Detergents and Cleaning Preparations, Perfumes, Cosmetics, and Other Toilet
Preparations [SIC 2841 under the National Pollutant Discharge Elimination System (NPDES).
The permit became effective on April 30, 1993 and the currently issued permit will expire on
May 31, 2021.
Records/Renorts:
This facility is required to develop and maintain a SWPPP in accordance with Part II,
Section A of the permit. All qualitative and analytical monitoring records are required to be
maintained with the SWPPP for a minimum of five (5) years. Under this permit, analytical
monitoring is required under current operating procedures. The facility records were very well
maintained and kept in a folder with April Haley, records were kept beyond the required dates.
The SWPPP for this facility was very well put together and had been implemented prior to the
inspection. The facility had specialized training for stormwater along with their other

environmental permits that was done regularly. Inspection reports for the facility's stormwater
controls, ponds and designed wetlands, were kept with the stormwater records as well.
EaEflfiq Site Review:
This facility operates as a production and distribution center for many different Procter &
Gamble products such as Crest, Old Spice, and Secret Deodorant. Production is done internally
with a minimal amount of exposures being located outside of the main facility. A new addition
was added to the southern part of the facility recently and all construction was completed prior to
inspection. The east side of the facility is the location of the majority of truck distribution at the
site. The western side of the facility has the some exposed storage along with a railway for
distribution, however this part of the facility feeds a wastewater system. Should anything be
accidentally discharged or spilled from the wastewater system, a large pond at the facility would
be the primary receptacle for this spill. At the time of the inspection the facility conditions were
excellent as no spills or trash was noted during the inspection. All ponds and designed wetlands
at the facility were in very good condition during the inspection.
Three outfalls are located around the facility. The major outfall is located at the
discharge from the main pond on site, just south of the main road entering the property. This
outfall catches a majority of the runoff from the facility and would be expected to show any
issues prior to other outfalls. A second outfall is located at the northern edge of the facility from
the discharge of a small designed wetland. The majority of this stormwater comes from Oe
distribution area and parts of the covered production, however a small amount of potential
impacts along with a diesel fueling station discharge to this outfall. The third outfall is located at
the discharge for another pond due south of the larger pond. This outfall will not be sampled
under the ROS status due to the potential impacts discharging to this outfall mimic that which
discharges to the second outfall. This outfall would also discharge only during large rain events
due to the design of the pond.
Effluent Receiving Waters:
Effluent from this facility drains into an un-named tributary of Reedy Fork or directly
into Reedy Fork, class "WS-V" waters of the Cape Fear River Basin.
Self -Monitoring Program:
This facility is required to provide Qualitative and Analytical Monitoring twice annually.
The monitoring will be reduced to only two outfalls rather than three, the facility is still
responsible for monitoring the conditions of the third outfall.
As stated before Representative Outfall Status at this facility has been Approved, should
any conditions on the site change or issues arise, NCDEQ does withhold the ability to request
sampling of the third outfall. Please keep this report with your stormwater permit as your
approval of ROS status by NCDEQ. If you have any questions or need additional information,

ROS status requested. Brandon Wise conducted visit to inspect site for ROS status along with doing a full compliance
inspection, Site is in very good shape, especially considering the overall size of the site. 3 outfalls on site, only two will be
sampled now. Outfail 003 will not be sampled but NCDEQ does require the outfall continue to be maintained in case of
