PROJECT DESCRIPTION: The project site is located at 2632 Mariners Way SE in St.James Plantation within the AIWW,near Southport, Brunswick County. To find the project site, travel south(from Wilmington)on US 74W and Highway US 17S for approximately 32 miles to NC-211 S. Turn left onto NC-21 I S and travel approximately 11 miles before turning right onto St.James Drive SE which is the entrance to St.James Plantation.Continue traveling on St.James Drive SE for approximately 3.7 miles and take the 2'd exit in the traffic circle to Mariners Way SE. The subject property,which is a vacant lot,will be on the right hand side. The site is approximately 0.69 acres and is vegetated primarily with domestic grass and oak trees which transitions into Section 404 wetland and Coastal Wetland areas. There are no existing structures on the project site other than a breakwater within the AIWW. The project site has approximately 100 ft.of shoreline frontage along the AIWW. Joint Section 404 and Coastal wetlands onsite consist primarily of Saw Grass(Cladium jamaicense), Spike Grass(Distichlis spicata)Black Needlerush(Juncus Romerianus),this transitions into an area of Smooth Cordgrass(Spartina alternora)measuring approximately 40 ft. in width. The existing breakwater was issued under GP-43237 on 1/24/06. The width of the AIWW in this location is approximately 385 ft. The area surrounding this section of the AIWW is mostly residential development. The Brunswick County Land Use Plan classifies the adjacent waters as Conservation. The waters of the AIWW are classified SA by the Division of Water Resources. They ARE designated as a Primary Nursery Area(PNA) by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to construct a new private three slip docking facility. According to the application,a pier measuring approximately 134 ft. long by 6 ft.wide would extend into the AIWW from the high ground of the property. The pier would terminate in a fixed L-head gazebo measuring 20 ft.long by 20 ft, wide,extending to the west. Immediately west of the gazebo a 13 ft. by 13 ft_boat lift is proposed(stip 1)in water depths measuring approximately-1.2 to-1.5 ft. at NLW. East of the proposed gzebo a ramp would lead to a 16 ft. long by 8 ft. wide floating dock oriented parallel to the shoreline. The floating dock would provide access to wet slips 2 and 3 in water depths measuring approximately-1.5 to-1.7 ft. at NLW(see Sheet 2 of 3). According to the work plan drawings,the applicant's proposal is located within their riparian corridor,outside of the 15' setback, Iandward of the USACE Federal Channel Setback and within'/4 of the width of the waterbody. 10. ANTICIPATED IMPACTS The proposed three slip private docking facility, would result in the incorporation of 907 sq. ft_ of Estuarine Waters and Pubic Trust Area and shading of 600 sq. ft. of Section 404 and Coastal Wetlands Areas. The proposed structure extends a maximum of 55 ft. into the waterbody which measures approximately 385 ft. across. This distance conforms to the pierhead line, '/d width and the USACE Federal Channel Setback. This area is designated as PNA. Minor increases in turbidity should be expected during construction. The docking facility is in St. James(Brunswick County) located in the Atlantic Intracoastal Waterway. NCGS 113A-119(b)requires that Notice of an application be posted at the location of the proposed development. You should post this notice at a conspicuous point along your property where it can be absented from a public road.
