On May 27, 2022, a site inspection was conducted for the Maxton Feed Mill facility located at 10800 Pell Drive in Maxton,
North Carolina. A copy of the Compliance Inspection Report is enclosed for your review. Ms. Elizabeth Gordon,
Environmental Compliance Auditor, and Mr. Hector Pacheco, Feed Mill Manager, were also present during the inspection
and their time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered
by NPDES Stormwater General Permit NCG060000 under Certificate of Coverage NCG060389. Permit coverage
authorizes the discharge of stormwater from the facility to receiving waters designated as Maxton Branch, class C;Sw waters
in the Lumber River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions of the NCG060000 permit. Please
refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty
assessment of up to $25,000 per day for each violation. If you or your staff have any questions, comments, or needs

Inspection Summary:
Met with Elizabeth Gordon, Environmental Compliance Auditor; Hector Pacheco, Feed Mill Manager; and others at the
facility to conduct a compliance evaluation inspection regarding the facility's coverage under NPDES Stormwater General
Permit NCG060000. Facility has maintained active coverage and there are no outstanding annual permit fees. Reviewed
facility's Stormwater Pollution Prevention Plan (SPPP), which appeared to contain all required components along with
documentation pertaining to facility inspections, annual employee training, annual non-stormwater certification, etc. Spill
history indicates that there has been no significant spills over the past three years. Facility was granted Representative
Outfall Status for stormwater outfall 02 on June 7, 2019. Monitoring records indicate that outfall 02 was in Tier Two monthly
monitoring during the previous permit period due to consecutive exceedances of the benchmark value for COD. Facility
returned to the baseline monitoring frequency after three consecutive monitoring events with results below the benchmark
values for all parameters. Monitoring is currently in the quarterly baseline frequency with one exceedance for TSS and COD
in the 4th quarter of 2021. After the records review, observations were made of the facility's ASTs with secondary
containment, storm drains, discharge outfalls, and truck wash pad. The drain valve for the secondary containment structure
needs to be equipped with a locking mechanism due to the proximity of a nearby storm drain. Filters have been installed in
the storm drains and a street sweeper is utilized as part of the facility's housekeeping program. The truck wash pad has a
drain connected to an oil/water separator and lift station to sanitary sewer. An additional drain connected to a stormwater
ditch is kept closed and locked. At the time of inspection, the facility appeared to be well operated and maintained.
As discussed during the inspection, the stormwater permit database only lists one outfall (outfall 01) for the facility. Outfall
information (identifier and coordinates) for outfall 02 can be emailed to Bethany Georgoulias at
bethany.georgoulias@ncdenr.gov in order to update the permit database. Once this has been completed, the Representative
Outfall Status for outfall 02 needs to be reissued in order to maintain its approval. Questions regarding this process can be
included in the email for updating outfall information.
