Mr. Tharrington:
The Village of Bald Head Island has received your Notice of Violation (NOV) letter, tracking
number NOV-2021-LV-0298, regarding reported exceedances of the Daily and Monthly Solids,
Total Suspended, February 23, 24 and 28, 2022; Phosphorus, Total (as P) February 28, 2022.
These limits associated with the Village's Wastewater Treatment Plant (WWTP) processing. The
Solids and Phosphorus Totals at Sample Location 001 exceeded daily and monthly averages for
the four parameters under current NPDES permit number WQ0000193. Per your letter, the
Village is providing additional information to continue the good faith efforts under way by the
Village to resolve this compliance problem.
The first sign of abnormal operation was the elevated turbidity and pin flock in the supernatant.
On February 7th we stopped wasting, there was no change. On February 21st we finally received
our first Lab Reports for sample dates for the 2nd, 3rd and 9th indicating elevated TSS and
Phosphorous. We started dosing Aluminum Sulfate to help coagulation and precipitate
Phosphorous. We also started wasting to increase our F/M Ratio. Since the operators were not
aware of the noncompliance until February 21st the operational changes made was too late to
be effective for the month of February. March parameters were all compliant.
Village staff are reviewing sample schedules and increasing onsite influent sampling to follow
these parameters and track trends going forward to prevent future issues.
