On behalf of Duke Energy Corporation, please find enclosed a signed copy of three USACOE permit
applications for Duke Energy sites in western North Carolina. These improvements by Duke Energy at
these sites are part of their commitments to enhance recreational opportunities on the FERC permitted
sites. The first application site (Franklin Canoe Portage) is located at the Franklin Dam on Lake Emory
(Little Tennessee River) outside Franklin, NC. As I previously discussed you, this PCN form application
is for the Regional General Permit 198200030 to install a floating dock for canoe portage. The second
application is an individual application (Form 4345) for a boat ramp located on Lake Emory in Franklin,
NC (Lake Emory Access Area). The third application is an individual application (Form 4345) for a boat
ramp located on the Hiwassee River at the Mission. Dam (Mission Canoe Portage).
Each application package has the appropriate drawings and information sheets. Seven (7) copies of each
application has been forwarded to the NCDWQ in Raleigh, NC with appropriate fees and one (1) copy of
each application has been forwarded to the NC Water Resources Commission in Waynesville, NC.

The project is to install 1 boat ramp, a gravel entrance road & gravel parking lot, and a 10'x30' concrete fishing plattorm with an ADA concrete path from the parking lot. A 16' wide concrete boat ramp will be installed
over Class B riprap. The utility want a water depth of about 9' at the end of the boat ramp. Using the mabmum recommended grade (15%) for the ramp will require the ramp to be about 65' in length into the water to
achieve desired dep7r. A concrete fishing platform will be construded on land & will not Impad the river. Cmstrudion sequencing will indude 1-clearing & installation of perimeter sediment & erosion control. 2 -

Duke Energy has committed to enhance recreational opportunities to the public on the Federal Energy Regulatory Commission (FERC) Projed #2603 on Lake Emory. This new boat ramp will be
used by the public to provide access for canoes, jon boats, and bass boats into the Lake Emory. The NC Wildl'ie Resources Commission (NCWRC) also plans to use the Duke Energy ramp to
launch boats for stocking fish on the reservoir.
