Reason for Visit: Routine
Inspection Summary:
On May 4, 2022, staff from the Mooresville Regional Office (MRO) performed a compliance inspection of the groundwater
remediation system present at the Catalent Pharma Solutions, LLC under permit WQ0010607.
The treatment system is not currently discharging to the infiltration gallery. There are four recovery wells at the facility that
can extract Groundwater(GW)and pump the GW into the treatment system building. The system can then discharge to
either the infiltration gallery or the City of Monroe's collection system.
The sampling of groundwater and effluent is primarily guided by the pre-treatment requirements to the City of Monroe's
WWTP. Samples are collected semi-annually in April and December. Effluent sample analysis is performed for VOC's by
EPA Method 8260D. An analysis is also performed on effluent samples for EPA Method 5030 for Chlorinated
Solvents(CVOC's). The use of these analytical methods exceeds the requirements of this permit.
MW-5 (recovery well) continuously runs and RW-2A, cycles on a float system. These wells pump GW into the treatment
building where the air stripper performs the primary treatment, the effluent from the air stripper sends water to the settling
chamber and the effluent is pumped to the City of Monroe's collection system.
The air stripper is requiring cleaning every other month to remove the iron and manganese scale that accumulates in the air
stripper. The O&M records indicate the months when cleaning is required.
The pressure gauges at the individual wells appear to be in good condition as observed during an examination of the recover
wells.
The system is treating for low levels of chlorinated solvents that are primarily found in the smear zone soils. MRO staff was
informed that they are considering the installation of a paired air sparge/ vapor extraction (ASNE) deemed permitted network
to finish treating the remaining impaired groundwater. Analytical data is reporting the presence of low concentrations of
chlorinated solvents.
This permit is scheduled to renew at the end of August 2023. It is expected that during the permit renewal process, a
request may be made to rescind the current permit, close the infiltration gallery and operate the remaining remediation
through AS/VE until cleanup can be completed.
As a matter of housekeeping; there is a dis-used AST in concreted containment located on the North side of the building.
The MRO would suggest having this tank removed.
