Dear Mr. Greer,
On May 13, 2022, staff of the Mooresville Regional Office (MRO) performed a Compliance
Inspection of the Hickory Regional Composting Facility (RCF). This facility receives treated
residuals from partners of the consortium which is comprised of 9 separate facilities that
transfer treated biosolids to the RCF.
Overall, the facility was found to be compliant with the permit.

Reason for Visit: Routine
Inspection Summary:
MRO staff performed a Compliance Inspection for the Hickory Compost facility under permit WQ0004563. This is a
distribution permit for composted material that is distributed for use as a public and private Class "A" residual product.
To move the composted product, facility management has decided to give the product away for public use. The only
compost that was viewed during the site visit was the curing rows that are part of the PVAR process for the composted
residuals. This action addresses the potential issue of having bacterial regrowth when cured compost was left on the pad
in the past.
Operation and Maintenance records were reviewed during the site visit. The records appear to be complete and current.
During the site visit, it revealed that there are plans to close the facility around November 2024. MRO staff has requested
notification be provided 6 months before facility closure.
It is the understanding of the MRO that a new facility is in the planning stage for a furnace reduction treatment system to
be constructed and the Henry Fork WWTP. A permit application has not been received by the NCDEQ Non -Discharge
permitting group in Raleigh.

The current permit is present at the facility. Monitoring wells are not a permit requirement.
Laboratory analysis was available for review during the site visit. The analytical values are
consistent with the permit requirements.

Comment: PVAR is performed in a reactor tunnel for an average time of 28 days. There are several
sample ports located along the tunnel reactor to allow for samples to be collected to determine
if PVAR has been achieved.

Comment: The pre-treated residuals are delivered to the composting facility where a sawdust amendment
is added at a one-to-one ratio and the blended mixture is placed into the reactor tunnels to
obtain final reduction. Additional reduction occurs on the open-air curing pad.

Comment: The compost is picked up at the facility by private citizens for personal use. Information is
provided to the citizen receiving the compost regarding best use and blending practices.
