Inspection Summary:
This is a review of the 2021 Annual Report (AR) for permit WQ0002712 for the City of Lincolnton. A site visit was not
conducted as part of this review.
Section 2 of the AR indicates that no elevated metals were reported and TCLP is reported to be within permit limits.
In 2021, eleven of 33 permitted fields received soil amendments of class "B" residuals through permit WQ0002712.
The AR indicates adequate reduction was achieved during all four quarters. The data is sufficiently noted in Section 5
Pathogen and Vector Attraction Reduction of the AR.
Section 6 of the AR indicates that all fields the received residual required lime amendment to be applied to the fields

Comment: Digestor logs were presented as part of the AR to verify VS% reduction for four quarters of
sampling. The lowest percent reduction occurred in the third quarter with a reduction of
43.8%. The greatest reduction achieved was in the second quarter with a reduction of 53.2%.
The overall reduction rate for 2021 continues to be more consistent than the previous year.
