Dear Ms. Allen:
This correspondence is in reference to Wildlands Cape Fear 05 Umbrella Mitigation
Bank's Dudley Pond Mitigation Site. The site is located at 3856 Stedman Cedar Creek
Road in Cedar Creek Township, Cumberland County, North Carolina. The 47-acre
project presents 7,512 linear feet (LF) of stream credits. The Site will provide stream
mitigation credits in the Upper Cape Fear River Basin 03030005 (Cape Fear 05),
specifically HUCs 0303000501 and 0303000502. Additionally, it will provide stream
mitigation credits for HUCs 030300050405 and 030300050303. The purpose of this
letter is to confirm the second release of credits (As -Built Implementation) for this
mitigation site.
Based on the April 28, 2022 site visit and the receipt of the as -built survey, our office
has confirmed that all initial physical construction and biological improvements have
been completed for Dudley Pond Mitigation Site. As depicted in the corrected credit
release table in the As -Built Report (and included below), (Milestones 2- Completion of
all initial physical and biological improvements made pursuant to the Mitigation Plan),
15% credits are being released. This release reflects 1107.00 credits. To date, 30%, or
2,233.8 credits have been released.
As discussed on -site and noted in the as -built report, there are several sections
adjacent to the restored stream reaches where understory and ground cover vegetation
are having difficulty establishing, possibly due to pH, soil compaction, and other soil
conditions. These areas will continue to be monitored and assessed if action is
necessary.
