The medical/dental clinic will be located on a site that is now developed with an old and relatively large building and parking area that will be demolished. Across "I" street from the new clinic is a wooded area and two old buildings that will also be demolished. A parking lot is proposed in this area. This project is a stormwater redevelopment project that provides equal or better stormwater controls. A summary of the built -upon area associated with this project is as follows: • Existing BUA demolition at new clinic site = 94,474 SF • Existing BUA demolition at new parking lot site = 20,320 SF • Total existing BUA demolition=114,794 SF A summary of the replacement BUA is as follows: • New medical/dental clinic = 80,201 SF • New parking lot site = 31,505 SF • Permeable interlocking concrete pavers = 8,161 SF (Count as 0 SF) • Plastic turf reinforcing grid = 2,776 SF (considered as BUA) Total new BUA = 114,482 SF There would be a net impervious area loss of 114,482 - 114,794 — -312 SF. The site and the drainage patterns would be designed to provide equal or better stormwater controls by features such as disconnected impervious surfaces, lightly sloped yard drainage areas and drainage swales. The 8,161 SF of pervious pavers are designed to also catch the flow from 4,413 SF of impervious surface (asphalt). The pervious base material consists of 10 inch thick stone and is sized to capture in excess of the runoff associated with the 2.0 inch rainfall event as opposed to the required 1.5 inch rainfall event. The existing drainage conditions at the portion of the site where the buildings will be demolished consists of flow across grass lawns around the building areas with eventual discharge into a stormwater collection and piping system. The existing parking area has stormwater catch basins connected with stormwater piping. The new parking area across from the clinic is being built in a wooded area that currently has sheet flow runoff conditions. dM APR �8�$ Stormwater Management Narrative P4041 Ambulatory Care Center/Dental Clinic Replacement Page 2 The site will be using permeable interlocking concrete pavers in order to be able to use the redevelopment option and complete the project with no net gain of impervious area. The pervious paver surfaces are broken down into two drainage areas. Pervious paver drainage area 1 (D.A. #2) is 1,820 SF in size. 1,501 SF of that surface is pervious pavers. The drawdown time for the 2.0 inch storm is 3 hours. Pervious paver drainage area 2 (D.A. #3) is 10,754 SF in size. 6,660 SF of that surface is pervious pavers. The drawdown time for the 2.0 inch storm is 4 hours. The pervious paver areas will have a perforated underdrain in order to dewater the SCMs for maintenance. The valve will be in the normally locked position so that the pavers can function as infiltration areas. The site drains to an unnamed tributary of the New River which is classified as SQNSW (Index #19-(15.5)). All work is located greater than fifty feet from surface waters including the stream feature shown on the soils map. At the request of the stormwater section, a stream call is being requested on this feature. There are not any wetlands on the site. There are not any known historic sites on the property. The soil on the site is classified as Baymeade by the Onslow County Soil Survey. Baymeade is described as a fine sand at the depths to be disturbed by this project. The soils report prepared by ECS reports an infiltration rate of 4.41 inches/hour and a seasonal high water table depth of greater than 100 inches (8.33 feet). The elevation at the sample point was 17.5' and corresponds to a seasonal high water table elevation of 9.2 feet. A sedimentation and erosion control permit is being obtained. The site will be stabilized with centipede sod. There are not any other anticipated environmental permits. This letter, with attachments, is the report of our testing. Field Testing On May 3, 2017, ECS conducted an exploration of the subsurface soil and groundwater conditions at two requested locations shown on the attached Boring Location Plan (Figure 1). ECS located the borings using GPS equipment. The purpose of this exploration was to obtain subsurface information of the in situ soils for the stormwater BMP area(s). ECS explored the subsurface soil and groundwater conditions by advancing one hand auger boring into the existing ground surface at each of the requested boring locations. ECS visually classified the subsurface soils and obtained representative samples of each soil type encountered. ECS also recorded the SHWT and groundwater elevation observed at the time of the hand auger borings. The attached Infiltration Testing Form provides a summary of the subsurface conditions encountered at the hand auger boring locations. The SHWT and groundwater elevation was estimated at the boring locations below the existing grade elevation. A summary of the findings are as follows: Location slim Groundwater B-1 100 inches >120 inches B-2 100 inches >120 inches ECS has conducted two infiltration tests utilizing a compact constant head permeameter near the hand auger borings in order to estimate the infiltration rate for the subsurface soils. The infiltration tests were conducted at the estimated subgrade elevation for a pervious concrete parking lot. Tests in clayey conditions are conducted and calculated up to 30 minute intervals. If an exact hydraulic conductivity is necessary for these locations, then ECS recommends collecting samples by advancing Shelby tubes and performing laboratory permeability testing. SHWT and groundwater elevations may vary within the proposed site due to changes in elevation and subsurface conditions. V,K" Section C.5 of the Stormwater Control Measure Credit Document and Chapter C-5 of the Stormwater Design Manual: As discussed in the submittal meeting, if it is desired to consider the permeable pavement as 100% pervious, the permeable pavement must be designed to infiltrate. The provided perforated storm drain provides an opportunity for the runoff entering the permeable pavement to bypass the infiltration process. In order to obtain the 100% BUA credit, please either remove this perforated storm drain, install a locking cap, or propose an outlet structure similar to Figure 2 on Page 3 of Chapter C-5 of the Stormwater Design Manual. 7. 15A NCAC 02H.1042(3)(b): tea. The narrative discusses using permeable pavement to stay beneath the predeveloped built -upon area. However, the BUA credits from infiltrating permeable pavement cannot be used to create an exemption from the rules (refer to the beginning of the permeable pavement chapter of the design manual). A review of the pavement design is required to ensure the MDC are met and a permit is required to ensure the requirements will continue to be met. The use of permeable pavement would require this project to be considered a high density project. If you still wish to use permeable pavement, please update the narrative and express request to reflect this being both a high density project using permeable pavement and a redevelopment exemption. Also, in reviewing my notes from the scoping meeting on February 16" of this year, I recommended that the source of the surface waters be confirmed. The medical/dental clinic will be located on a site that is now developed with an old and relatively large building and parking area that will be demolished. Across "L" street from the new clinic is a wooded area and two old buildings that will also be demolished. A parking lot is proposed in this area. The project also includes the demolitionof the old clinic (Bldg. 460) and site improvements all in this same contract that are located approximately 1,800 feet from the new clinic site. The old clinic site is located in the same watershed as all of the new work. Redevelopment credit is being requested for this demolition work. A summary of the built -upon area associated with this project is as follows: «, Demolition at new clinic site = 74,179 SF a Demolition at old clinic (Bldg. 460) site = 47,472 SF Construction at new clinic site (Bldg. & parking) = 81,943 SF There would be a net impervious area loss of 39,708 SF. The site and the drainage patterns would be designed to provide equal or better stormwater controls. There would likely be some other Navy imposed stormwater treatment measures associated with the LEED and LID requirements. The site drains to an unnamed tributary of the New River which is classified as SC;NSW (Index #19-(15.5)). All work is located greater than fifty feet from surface waters including, the stream feature shown on the soils map. There are not any wetlands on the site. There are not any known historic sites on the property. The soil on the site is classified as Baymeade by the Onslow County Soil Survey. Baymeade is described as a fine sand at the depths to be disturbed by this project. A sedimentation and erosion control permit would be obtained.
