Dear Mr. Shaver and Ms. Sprinkle:

As you are aware, the North Carolina Department of Transportation is proposing to extend
Commerce Drive from Fairway Road to Piney Green Road (SR 1406) in Onslow County. Due
to unforeseeable circumstances, the Letting of this project has been delayed to June of this year.
Since the current authorizations have expired and construction within the permitted areas will
not be completed by the end of the grace period due to the delay in letting, the Department is
requesting reissuance of the authorizations under the current 2022 Nationwide 14 Permit and
Water Quality General Certification 4246. There have been no changes in the design or impacts
and the information submitted in the original application dated December 13, 2021 is still valid.
