Good morning April,
I hope you had a nice weekend and managed to avoid all the snow/ice! Attached above is one of the earliest grading
studies done for this project. Over the last couple years, it has been revised several times and that evolution is reflected
in the current maps. Per the project engineer, the immovable controlling factors on this site are the paved roads along
the entirety of the eastern boundary and the southern boundary that serve for access. These roadways have, in essence,
forever set the elevations for the eastern and southern parts of this site. These elevations are relatively high too, in the
370' to 384' range. We could cut and lower and these areas some and still connect to the adjacent roads, but never
enough to get stormwater to gravity flow to a SCM in these areas. By contrast, the area we proposed for a SCM is below
a 350' elevation. On a site this small in an urban location, it would be impossible to fight 30' of grade to make
stormwater flow elsewhere.

Thank you for your Preconstruction Notification (PCN) and attached information, dated 12/10/2021, for the above
referenced project. The amount of detail provided in your submitted PCN is appreciated. I have reviewed the
information and need clarification before proceeding with verifying the use of Nationwide Permits (NWPs) 29 and 18.

Please submit the requested information below (via e-mail is fine) within 30 days of receipt of this Notification,
otherwise we may deny verification of the use of the Nationwide Permit or consider your application withdrawn and
close the file:
1) Your application states, "Multiple grading studies performed by the project engineers have demonstrated that the
only location where the SCM is possible to capture all runoff from the impervious surface of the completed development
is the proposed SCM location." Please provide me with a copy of one or more of the grading studies to further justify the
placement of the SCM.
Please let me know if you have any questions.
