I have discussed the situation regarding Harnett County!s twb;permits (one for
distributing the alum sludge from the Water Treatment Planti(W00014885),and the
other for applying these materials (along with 503 materialrfrom other sources) to
approved sites (WQ0007066) with,Jon.Ri'sgaard. c. 1
Jon ,recommends that we keep the two permit separate for the;••,time being. He further
recommends that we inform the County that it can merge -the two permits upon the -
future expiration of either,one.
However, the County needs to be aware that merging the two permits into. a single
permit would place that single permit under the new 2T rules,:,,,
I need a staff report for WQ0014885, and am faxing the- original request for this to
your office this morning.
