Mr. Zhang,
The month of December was a very difficult month due to swinging temperatures during the day and
night. Our plant experienced biological difficulties that we could not adjust for and scrambled to maintain
our limits. No solids were released but the plant did not meet it's parameters. This difficulty stretched into
January. The one violation for Effluent Monitoring or the lack of monitoring was due to a holiday, which
we are allowed to skip on those days. So I hope you will remove that violation.
The plant continues to meet it's limits daily. We have adjusted the plant accordingly.
