Enclosed is a 401 WQC application for your review. This application is submitted on behalf of NC Hwy 210, LLC for the construction of a residential subdivision named the Landing at Mill Creek, which is located near Highways 210 and 172 in Onslow County, NC. Section 404/401 Permits were obtained for this site in 2010 under a previous landowner. The property was sold to the current applicant and they were unaware that the permits had expired. The developer began constructing roads within the site and several of the previously authorized wetland crossings have been installed. A total of 0.37 acre of permanent wetland impacts and 0.02 acre of temporary wetland impacts are needed within the development for road crossings and utility line placement. The Pre - Construction Notification form, associated maps, and site plan are enclosed for your review. The applicant proposes to purchase 0.40 acre of non - riparian wetland credits from the Bachelors Delight Mitigation Bank to mitigate for the impacts. Additionally, some on -site wetlands will be preserved. Please note the $240 application fee has been submitted to your Raleigh office. Please contact me if you have any questions.
