Since Synagro didn't prepare the site maps for the fields and doesn't have access to maps for these fields; the land applicationiof alum from the Town of Dunn water treatment plant can be performed consistent with permit conditions (permit provided during our meeting on 10 July 2006) found; in section II - "Operation and Maintenance Requirements" - condition number• 5.. Until all documents for this program are obtained by Synagro, through a file review at DWQ Central office; Parker - Lincoln Building, the maximum buffers shallappl'y. Once_all buffer maps for all fields within the Town of Dunn residuals program' are obtained, then at that,time buffers can revert to those permitted:' '. In working with Brandon Shaffer today; visiting. some of the land application fields in the program and in talking with Billy Addison with the town, it appears that Synagro has the responsibility to do . the renewal application. Brandon will be palling you to set up a meeting to review the file and copy of the site drawings for field buffers. Also, let Kim Colson know that the Twin Harbor Association,, Mount Gilead/Montgomery County, has been closed. Brandon informed me today that he: worked on the closure of this facility. Kim recently sent the facility a NOV,for permit renewal. I have'copied;'past documents from the City of Dunn file, WQ0006101, with the most recent permit dated 7 April 2003. The permit expiration date is 30 November 2006, so a.appli;cation should be in house for review. While I,was typing this email, Ed Hardee in the Central Office permitting section called. According to Ed, he didn't seeiianything in our database to indicate„that a permit renewal package had been submit€ed. I tried to contact the city manager's office around 4pm and received no answer ,to see if a package has been submitted and was by chance sitting in someone's in -box, waiting to be assigned. I will visit the city managers office on Monday to remind him of the permit condition'andsee if steps have been taken or willibeltaken to submit the -renewal package. I have researched our files here in Fayetteville and didn't find a request forextension nor a.letter granting an extension for submitting a renewal application.
