DOT has the latitude to determine where and when on their retrofits as long as they hit the overall number of 70. JP, One more follow up Q, from their annual reports it doesn’t seem like DOT implements one retrofit per Division each year, it actually seems like they tend to focus just on certain areas (often toward the coast lately). They didn’t get any comments on that during their audit, so I guess that is OK? We’re helping DOT with a number of different program areas related to their MS4 permit, it is funny that I have gone from being the regulator to trying to help the regulated. There are no specific or additional requirements for Falls Lake. Q about NCDOT’s retrofit requirement: do they have to do the required retrofits for Falls Lake in addition to the 14 retrofits required in their TS4 permit. In other words, they can’t double-count?
