OFFICE_: As requested, I would like to provide you with a chronology of the events that took place as a result of Hurricane Fran's arrival on Thursday, September 5, 1996. * Thursday, September 5,1996,1:00 pm- Alpha management made plans to shut the mill down at 6:0.0 pm. * Thursday,. September 5,1996, 6:15 pm- As the mill was approaching final shut down, several consecutive power failures caused immediate shut down of all procsses. Total power failure was realized at approximately 6:40 pm. All mill personnel were evacuated. * Friday, September 6, 1996, 7:50 am- I .arrived to a vacant mill. There was still no power. The primary basin level was dangerously high, but not overflowing. Since there was no mill discharge, it was not a major concern. The aeration basin was slightly, septic due to the loss of aerator power. * Friday, September 6, 1996, 10:20 am- Power was restored. i began starting.pumps, aerators, and rake mechanisms. I called in the back-up operator to collect his samples and perform analyses. * Friday, September 6, 1996, 3:00 pm- Mill restarted operations. 1000 East Noir Street, Box 1305 Lumberton, North Carolina 28359 USA ^ 910 738 4201 FAX 910 738 3290 NCDEHNR/DWQ September 10, 1996 Page 2 Alpha Cellulose Corporation was down with loss of power for almost 16 hours. The impact on the performance of the wastewater treatment facility due to the loss of aeration has yet to be determined.
