New ammonia toxicity criteria requires more stringent limits. Request comment from Region
as to facility's choice between new limit or Toxicity Test.
Facility has a record of flow exceedences and fecal coliform violations. Residual chlorine
levels are very excessive. Central Files contain many letters for NOV's as well as Compliance
Inspection letters indicating ongoing problems with facility maintnenance.
No current Staff Report available for this WLA. Request Region comment as to availability of
municipal connection.
Request Region check into facility's instream monitoring techniques and locations, especially
conductivity.
Note new fecal coliform limit.

Brief of WLA Analysis
Previous WLA's
1977: first modeled in this year with limits of 30 / 30. Model run with 0.1 cfs 7Q10 at that time.
1982: name changed from Bullucks MHP to Knightdale Estates. Re -issued with same limits.
1983: new WLA contained expanded limits of 0.02, 0.025, and 0.03 mgd, (from 0.0125 mgd). each of these expanded
flows required more stringent NH3-N treatment while only slightly more stringent BOD5 removal.
1984: facility re -issued with 30 / 30 limits for their previous flow of 0.0125 mgd.
1989: expansion of facility to 0.025 mgd. new USGS flows were requested, (they ended up being higher) and the
expansion was modeled with limits of 27 / 16 / 5. instream monitoring was also required at that time.
No Staff Report has been submitted for this facility, but the Waste Load Allocation request has been in- house for over a
month. Therefore I will go ahead with mailing out the Fact Sheet based on the information I have received. I will request
Region input on the front of the Fact Sheet.

Central Files
This facility has a very poor track record. Many NOV's and Compliance Inspection Letters indicate that ongoing problems
are not being attending to.
