Knightdale Estates Mobile Home Park
Wake County
Division personnel have reviewed and approved your application for renewal of the
subject permit. Accordingly, we are forwarding the attached NPDES discharge permit. This
permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1
and the Memorandum of Agreement between North Carolina and the U.S. Environmental
Protection Agency dated December 6, 1983, and as subsequently amended.
This facility discharges in the Neuse River Basin (NRB). All streams in the NRB have
been designated as nutrient sensitive waters (NSW) as a result of algal bloom problems in
the estuary. The North Carolina Environmental Management Commission recently adopted
rules establishing the Neuse River Basin Nutrient Sensitive Waters Management Strategy for
the reduction of phosphorus and nitrogen inputs. The point source rule (15A NCAC
2B.0234) is intended to reduce total nitrogen (TN) discharges by 30% by 2003. It specifies
that individually permitted wastewater discharges to the NRB with permitted flows less than
0.5 MGD in 1995 shall be allocated a collective annual mass TN load of 155,400
pounds/year. This is equivalent to an allocation in the range of 5 - 10 mg/L TN for each
small discharger. Although no total nitrogen limits appear in this permit, your facility
may be subject to nitrogen limits in the next permitting cycle. All facilities with
permitted flow greater than or equal to 0.5 MGD are receiving a TN limit in this permit cycle.
The Division recommends that you evaluate the cost of installation for nutrient
removal facilities in the event that a nutrient limit is imposed on your plant. It is also
recommended that alternative discharge options be evaluated such as such as spray
irrigation, subsurface systems, wastewater reuse, or connection to a larger regional system.
Effluent data from your facility indicates high concentrations of chlorine in the
effluent during low -flow conditions. The amount of chlorine discharged can cause a
violation of the instream action level of 17 µg/L when stream flow is very low. The Division
recommends that you take action to resolve this issue. Based on available dilution in the
receiving stream, an acceptable level of chlorine in your facility's effluent is 28 µg/L. If your
facility cannot consistently meet this concentration in the effluent, you should consider
dechlorination or alternative methods of disinfection for your facility.

If any parts, measurement frequencies or sampling requirements contained in this
permit are unacceptable to you, you have the right to an adjudicatory hearing upon written
request within thirty (30) days following receipt of this letter. This request must be in the
form of a written petition, conforming to Chapter 150B of the North Carolina General
Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center,
Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be
final and binding.
Please note that this permit is not transferable except after notice to the Division.
The Division may require modification or revocation and reissuance of the permit. This
permit does not affect the legal requirements to obtain other permits which may be required
by the Division of Water Quality or permits required by the Division of Land Resources, the
Coastal Area Management Act or any other Federal or Local governmental permit that may
be required.

A. (2.) Total Nitrogen Monitoring
The Permittee shall calculate the annual mass loading of total nitrogen as the sum of
monthly loadings, according to the following equations:
(1) Monthly Mass Loading (lb/month) = TN x Q x 8.34
where:
TN = the average total nitrogen concentration (mg/L) of the grab samples
collected during the month
Q = the total wastewater flow discharged during the month (MG/month)
8.34 = conversion factor, from (mg/L x MG) to pounds
(2) Annual Mass Loading (lb/year) = E (Monthly Mass Loadings) for the calendar year
The Permittee shall report the total nitrogen concentration for each sample and the
monthly mass loading in the appropriate monthly self -monitoring report. The annual mass
loading of total nitrogen shall be reported in the December self -monitoring report.

In accordance with the application for a discharge permit received on November
11, 1997, the Division is forwarding herewith the subject state - NPDES permit. This
permit is issued pursuant to the requirements of North Carolina General Statute 143-
215.1 and the Memorandum of Agreement between North Carolina and the U.S.
Environmental Protection Agency dated December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this
permit are unacceptable to you, you have the right to an adjudicatory hearing upon

Please take notice that this permit is not transferable. Part II, E.4. addresses the
requirements to be followed in case of change in ownership or control of this discharge.
This permit does not affect the legal requirements to obtain other permits which
may be required by the Division of Water Quality or permits required by the Division of
Land Resources, Coastal Area Management Act, or any other Federal or Local
governmental permits may be required.
Finally, our records indicate that chlorine from your facility's effluent discharge is
considered toxic to the receiving stream under low flow conditions (i.e., the amount of
chlorine discharged causes a violation of the instream action level for chlorine of 17 ug/1
under 7Q10 flow conditions). The Division recommends that action be taken to reduce
the effluent concentration of chlorine to an acceptable level. Based on the available
stream dilution, an acceptable level of chlorine in your effluent is 0.099 mg/l. If this
effluent concentration is not feasible, you should consider dechlorination or alternative
methods of disinfection for your facility to ensure that both chlorine action levels and
fecal coliform limits are

DMR Data. : Ile information indicated limited compliance problems with the faci
e RRO conducted a Compliance Evaluaton Inspection on 10/16/97. Based on a review
of DMR data for the period 8/96-7/97, the RRO noted 3 monthly BOD violations; 2
monthly ammonia violations; 4 Daily Max BOD violations; and 2 Daily Max fecal coliform
violations. There were three recent exceedances of monthly average flow between 9/9
11/97, with Q(avg) ranging between 0.020-0.033 MGD, relative to permit limi a .018
GD.
Staff Report. A staff report was issued 12/23/97. The RRO recommends reissuance
of permit in accordance with Basinwide Monitoring Plan. RRO requested incorporation
of chlorine limit; however, for existing flows to non -trout waters, it is NPDES policy not
to issue a TRC limit because a standard has not been developed, and DWQ emphasizes
good operation of the plant to avoid overuse of chlorine. RRO states that non -discharge
alternatives are still not viable for this facility.

Based on review of DMR data for more recent period (12/96-1/98; 14 months), there were
less frequent violations reported: 3 monthly avg violations for NH3; 1 monthly avg
violations for BOD5; and 3 monthly avg violations for FC. Upstream/downstream
monitoring shows significant depressions in downstream DO for 3 months (March 97,
Sept 97, Oct 97); it is not clear if this is due to facility discharge or error in DO
measurements.

Sludge residuals are land applied via permit WQ0000584.
WLA. The last WLA was conducted 2/94 using the current design flow (0.025 MGD).
BOD, NH3, and DO were water -quality limited. The WLA reported NH3 (winter) limits
of both 21.7 and 26.1 mg/1, but these were not added to the 1994 NPDES permit. I
recalculated the winter limit to be 21.7 mg/1 and inserted into Draft NPDES permit.
