I apologize for the delay in getting this message to you after,
our conversationregarding this subject last week-IThe PRPs
(potentially responsible parties) for the Aberdeen Pesticide
Dumps Sites (APDS) located in Aberdeen, Moore County, NC have
instructed URS Corporation, as their authorized representative,
to take the necessary steps to have the current NPDES permit for
this site (NC0086398) permanently rescinded.The permit for this
site was initially obtained when the prescribed remedy for the
site groundwater envisioned construction of a pumpjand treat
system. However the final approved remedy entailed'Ithermal
destruction of affected soils coupled with monitored natural
attenuation (MNA) for groundwater. As a.result, the treatment
system was never constructed and there has never been a
measurable discharge during the entire period of record during
which the NPDES permit has been in effect.
Initially, the PRPs elected to maintain the NPDES permit for a
number of years as a backup remedy. should MNA fail,j but the
track record for the site indicates that the prescribed remedy
(soil treatment with MNA) has been successful,. Currntly, as a
cost -savings measure, the PRPs have elected to discontinue
maintaining the NPDES permit and its associated costs (i.e.,
licensed operator, regulatory reporting, annual fees, etc.)-
