Please find below the comments for the subject minor permit renewal.
This permit is for a groundwater remediation site in the town of Aberdeen. Currently the
groundwater is being remediated by monitored natural attenuation and the treatment plant
is considered the back-up remedy. However, thegroundwater treatment plant has yet to
be constructed, so there are no issues concerning this facility.
After having spoken with Mr. Dale Voykin, Senior Hydrogeologist with URS
Corporation and ORC for the site, he foresees the need for the treatment plant to be built
within the next two years. He feels that the current remediation process will not be a
sufficient remedy and that the plant will need to be built to achieve the final objectives.
Based on the above information, the Fayetteville Regional Office recommends reissuance
of this NPDES permit.
