RE: Water & Land Solutions Staffing Change Notification for Adam McIntyre
Dear Ms. Merritt:
Water & Land Solutions, LLC (WLS) is providing this letter to inform the NCDEQ Division of Water
Resources 401 & Buffer Permitting Branch (NCDWR) of an internal staffing change. Adam McIntyre has
recently resigned from WLS and will no longer be involved with NCDWR projects on behalf of WLS.
Effective immediately, Mr. Tommy Cousins serves as the President of WLS and will provide signature
authority on all active NCDWR Nutrient Offset and Buffer Mitigation projects. Mr. Cousins served as the
president of the Palustrine Group since 2016 and has over 20 years of experience in the mitigation
industry. In addition, the merger of the Palustrine Group provides strength to the WLS team and all
components of mitigation project implementation. Therefore, we do not anticipate Mr. McIntyre's
departure impacting project workflow and mitigation credit delivery for current NCDWR projects. The
table below lists the active WLS projects:
