Dear Mr. Bean:
On February 5, 2015, Diane Adams from the Fayetteville Regional Office of the Division of Energy, Mineral
and Land Resources, conducted a site inspection for the Lamont Road C & D Land fill facility located off
Lamont Road, Fort Bragg, Cumberland County, North Carolina. A copy of the Compliance Inspection Report
is enclosed for your review. James Duncan with the Water Management Branch, and Drew Hammonds with
the NC Division of Waste Management were also present during the inspection and their time and assistance
is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES
Stormwater General Permit-NCG120000, Certificate of Coverage-NCG120093. Permit coverage authorizes
the discharge of stormwater from the facility to receiving waters designated as a UT to Bones Creek, a Class
C waterbody in the Cape Fear River Basin.

Comment: A third outfall was identified during this inspection as a slope drain on the east side of the landfill.
In addition due to high waterlevel (little freeboard) in the stormwater pond, discharge is possible
at the emergency spillway which requires monitoring If the waterlevel continues to rise
discharge may also occur from the side of the storm water pond.
