Pickett, MPA, Interim Town Manager Town of Benson PO Box 69 Benson, NC 27504-0069 Subject: Compliance Sampling Inspection Benson WWTP NPDES Permit No. NC0020389 Johnston County Dear Ms. Pickett: On April 20, 2022, Mitch Hayes of the Raleigh Regional Office conducted a compliance sampling inspection at the subject facility. The assistance and cooperation of Brian Leavitt, Operator in Responsible Charge (ORC) and other staff with this inspection was greatly appreciated. Below is a lists of findings developed from the inspection and review of the permit: 1. The permit was issued April 12, 2021, became effective May 5, 2021 and will expire April 30, 2026. 2. Brian Leavitt is listed as the ORC and Christopher M. Brigman is listed as the back-up ORC; however, BIMS status has Mr. Brigman listed as invalid as a result of not having his course certificates not recorded. Please send in copies of Mr. Bridgman's course certificates to certadniin @ncdenr.gav 3. The 1.9 MGD facility consists of the following units: arc bar screen, grit removal, dual manual bar screens, Parshall flume with flow measurement, influent composite sampler, three (3) influent screw pumps, three (3) oxidation ditches (ditches 1 and 3 are used for aeration and ditch 2 is kept anoxic for nutrient removal), five (5) secondary clarifiers, a RAS and WAS pump station, five (5) tertiary filters, a liquid chlorine contact basin, a dechlorination basin with post aeration, an effluent flow meter, effluent composite flow meter, one (1) concrete lined sludge lagoon, two stabilization lagoons/influent flow storage and backup generator. 4. At the time of inspection, the arc bar screen and the grit removal system were operating normally. Screenings are conveyed to a dumpster and disposed in a landfill. One screw pump was in use due to low influent flow, the other two screw pumps are operational but not in use. All rotors in the ditch's 1 and 3 were in operational and run on timers. Foam in the ditches covered less than 50% of the surface area. All five secondary clarifiers were in use. Effluent flowing off the weirs appeared clear. Four out five tertiary filters were on line. The number 1 filter was not operational due to broken aeration disc. Currently there is no repair for the disc. The tertiary filters will be replaced with disc filtration during the next upgrade. All three sludge lagoons were near full with a staff gage reading of 2.75 feet in lagoon 1. 5. Discharge Monitoring Reports for the period February 2020 through March 2022 were reviewed for compliance with permit limits and monitoring requirements. An NOD was issued for February 2020 for exceeding monthly flow limit; a NOV was issued for exceeding flow for January 2021; a enforcement action was issued for exceeding monthly flow limit for February 2021; a NOD was issued for exceeding weekly BOD average for April 2021; a enforcement action was issued for exceeding weekly average ammonia nitrogen; a enforcement action was issued for exceeding monthly average for BOD and ammonia nitrogen for September 2021; and an enforcement action was issued for exceeding weekly average for BOD and ammonia nitrogen for October 2021. 6. Commercial lab results, chain of custody records, and bench sheets were compared with data submitted on the DMR for the month of March 2022. No discrepancies were noted. 7. The Benson WWTP laboratory # 196 analyzes the following parameters: pH, temperature, DO, TRC, fecal coliform, and conductivity. All other parameters are analyzed by Environment 1 and Meritech Inc. All reagents were within expiration date. 8.
