As requested, the City of Durham, Department of Water Management (DWM) is providing information about the four incidents that occurred during this timeframe to support the City's position that these events were exceptional, unintentional, temporary, and beyond the City's exercise of reasonable control despite meeting all the conditions of the City's Collection System permit including system cleaning, site visits, inspections, and easement maintenance. Incident # 202200321-110 Nancy Rhodes Drive — March 6. 2022 On March 6, 2022, an overflow occurred near 110 Nancy Rhodes Drive releasing an estimated 27,900 gallons of wastewater into an unnamed tributary of the Eno River. The quick response team cleared the line by breaking up the initial blockage which was caused by debris. Water and Sewer Maintenance (WSM) crews assessed the creek to determine the extent of the spill and then dammed the downstream creek with sandbags, set up a 4-inch pump to pump the untreated wastewater back into the collection system, and flushed the area using a nearby hydrant (dechlorinated water). Crews used a JetVac truck to clean the three upstream and three downstream pipe reaches to ensure the pipes were cleared of any remaining debris. The type of debris removed from the line indicates that the blockage was due to vandalism. To prevent similar issues of this nature going forward, crews installed bolt - down manhole covers on four manholes in the area to prevent unauthorized access. The City's Stormwater Services Division responded and conducted ammonia testing to help determine the spill's extent and advise when the site returned to normal conditions. No immediately visible adverse environmental impacts or hazards to persons or property were observed. WSM crews have followed up by cleaning three upstream and three downstream pipe reaches at the incident location and used CCTV trucks to ensure the pipes remain clear. As required, a news release was issued within the 24-hour window. The cost to remediate this spill was $16,110.24. Page 2 of 4 Incident # 202200342 —1031 Bacon Street — March 8, 2022 On March 8, 2022, an overflow occurred near 1031 Bacon Street releasing an estimated 1,120 gallons of wastewater into an unnamed tributary of Third Fork Creek. Initial attempts to clear the blockage by the quick response crew were unsuccessful so a JetVac truck was quickly deployed. Crews discovered that roots were the cause of the blockage and used a mechanical cutting tool to cut the root ball and successfully clear the line. After assessing the extent of the spill, crews dammed the downstream creek with sandbags, set up a 4-inch pump to pump the untreated wastewater back into the collection system, and flushed the area using a nearby hydrant (dechlorinated water). Crews then used a JetVac truck to clean the three upstream and three downstream pipe reaches to ensure the pipes were clear. The City's Stormwater Services Division responded and conducted ammonia testing to help determine the spill's extent and advise when the site returned to normal conditions. No immediately visible adverse environmental impacts or hazards to persons or property were observed. Staff will continue to monitor this reach of the collection system for root intrusion on a periodic basis. If the roots are observed to be an ongoing issue, the area will be added to the City's chemical root control contract or escalated to the slip -lining contract dependent on the severity of observed growth. WSM crews have followed up by cleaning three upstream and three downstream pipe reaches at the incident location and using CCTV trucks to ensure the pipes remain clear. As required, a news release was issued within the 24-hour window. The cost to remediate this spill was $9,746.77. Incident# 202200377 —1109 Oakland Avenue — March 12 2022 On March 12, 2022, contractors replacing a Duke Power utility pole damaged an 8-inch gravity main near 1109 Oakland Avenue resulting in an estimated discharge of 1,500 gallons of wastewater into an unnamed tributary of Ellerbe Creek. Crews immediately deployed a bypass pump to stop the discharge; the bypass remained in place while the repairs were made. After determining the extent of the spill, crews dammed the downstream creek with sandbags, set up a 4-inch pump to pump the untreated wastewater back into the collection system, and flushed the area using a nearby hydrant (dechlorinated water). Since the utility pole needed to be supported by Duke Power crews while the repair was completed, WSM Excavation Crews scheduled the repair of the damaged pipe during normal operational hours. The bypass pump remained in place until the sewer pipe repair was completed. Crews used a JetVac truck to clean the three upstream and three downstream pipe reaches to ensure the pipes were clear. The City's Stormwater Services Division responded and conducted ammonia testing to help determine the spill's extent and advise when the site returned to normal conditions. No immediately visible adverse environmental impacts or hazards to persons or property were observed. WSM crews have followed up by cleaning the lines upstream and downstream of the incident location and using CCTV trucks to ensure the pipes have remained clear. There is no further indication of damage from the utility construction. As required, a news release was issued within the 24-hour window. The cost to remediate this spill was $15,509.51. Page 3 of 4 Incident#i 20220043_4 —1901 Jersey Avenue — March 20, 2022 On March 20, 2022, an overflow occurred near 1901 Jersey Avenue releasing 680 gallons of wastewater into an unnamed tributary of Sandy Creek. Crews used a quick response truck to clear the blockage which was caused by debris including rope and a metal rod in the manhole. After assessing the extent of the spill, crews dammed the downstream creek with sandbags, set up a 4-inch pump to pump the untreated wastewater back into the collection system, and flushed the area using a nearby hydrant (dechlorinated water). Crews then used a JetVac truck to clean the three upstream and three downstream pipe reaches to ensure the pipes were clear of any remaining debris. Additionally, since the blockage occurred due to vandalism, crews installed a bolt -down manhole cover to prevent further unauthorized access. Ongoing City -Wide Measures to Reduce the Occurrence of SSOs The City has several programs in place to prevent and reduce the occurrence of SSOs. The City has implemented a CMOM plan that expands and enhances its existing programs. ■ System Flushing and Inspection: The City routinely contracts cleaning, CCTV inspection, smoke testing, and manhole inspections of portions of the sewer collection system. The City completes the inspection of the collection system systematically based City defined geographical basins. The City ensures the requirements of the collection system permit are met by deploying City crews to clean at least 10% of the collection system annually with a goal of exceeding the requirement by at least 2 to 5% each year. The City measures the cleaning on a fiscal year basis starting July 1. As of March 31, 2022, 11.17% of the City's collection system has been cleaned by City staff and contractors. Sewer Rehabilitation Program: The City has an active Sewer Rehabilitation Program. The program includes flow monitoring (25 permanent monitors), CCTV inspection, manhole inspection, easement mowing, field inspections and investigations, point repairs, line replacement, root and grease abatement and cured -in -place manhole and line rehabilitation. There are four full-time equivalents (1=TEs) employees dedicated to the City's system rehabilitation programs in the Utility Engineering Division of DWM. This workgroup handles flow monitoring and system data management and contract preparation, administration, and inspections. There are 20 FTEs in the City's Collections Systems Maintenance workgroup in the Water and Sewer Maintenance (WSM) Division of DWM. This group performs CCTV inspections, hydraulic cleaning activities, mowing, manhole inspections, and manhole repairs. They respond to all reported concerns including blockages and overflows. In addition, the CSM crews are supported by the Excavation Services workgroup of WSM who perform identified point repairs, line replacements, and cured -in -place lining. In 2018, the department established the Lift Station Maintenance Division to focus on oversight and maintenance of the 65 lift stations throughout the service area and the 136 ARVs in the system. This 18 FTE workgroup conducts required daily and weekly inspections and associated preventive maintenance activities. The City spends more than $5,000,000 on Sewer Rehabilitation projects annually as a part of its Capital Improvements Programs. Page 4 of 4 Fats, Oils, and Grease Program (FOG): The department's FOG education and outreach effort are conducted by three FTEs (staff shared 50/50 with the Industrial Waste Control Program). In addition to working closely with the Durham County Health Department, staff routinely inspect over 800 food service establishments (FSEs) annually to ensure appropriate cleaning and maintenance of grease interceptors. Staff participates in several community events, such as Earth Day, Center Fest, and Landlord Workshops, as well as neighborhood meetings to increase awareness of the proper disposal of waste and the impact on the wastewater system. FOG staff conducts post-SSO follow-up education and enforcement as necessary. The City also invests more than $35,000 per year in advertising the proper disposal of FOG on television, social media, and other media avenues. Summary: Based upon the documented information provided above regarding these incidents, the City believes that these SSOs were exceptional, unintentional, temporary, and caused by factors beyond the City and Department's reasonable control. The City actively manages, operates, and maintains its system in such a manner as to meet or exceed all the requirements of the Collection System permit. As detailed above, the City systematically inspects, flushes, and rehabilitates its wastewater collection system. The Department actively works to educate the community regarding what should and should not be discharged into the City's sewer collection system. On March 8th, 2022, water sewer maintenance received a call at 1:18 p.m. about asewer manhole overflowing at 1031 Bacon St. Crew arrived on scene at 1:26 pm. The manhole was overflowing at 35 gallons a minute. The crew responded the overflow by ietting the sewer main with a mini flush truck. Pieces of roots were blowing back from the blockage. Sewe ID 61889 was flushed until the root ball was cleared by Vac -truck . The overflow was stopped at 1:50 pm for a total of 112 gallons of untreated sewer hit the ground. The untreated sewer went into Third Fork Creek. We set up a bypass pump an, dam the creek with sandbags. So we can remove the untreated sewer and out it back into the sewers stem at manhole 00853. The Crew used Hydrant number 01657 to ush all untreated wastewater to the pump for removal. Crews will be flushing 3 assets above and below spill asset over the next few days to eliminate any root issues in the sewer main. Also lines will be CCTV to insure all roots are removed. we will have this area on a Hotspot Program where we flush to remove roots on a 3 months basis and adiust as need it. If anV issue is severe and needs attention. We will take the data collectei and refer all problems to engineering to have repairs made or Slip Lined with CIPP lining technology. Comments: After several attempts crews were finally able to find somebody had tossed a LED light rope around 15ft long and a meds rod inside Manhole 27472. Crews removed and will have Manhole Lid reolaced with a tight sealed no vent manhole lid th is bolted down. This is to insure pedestrians can not casually open Manhole Lid. Crews received call thru daupler system about a manhole overflowing at„2000 Chapel hill Blvd at 3:03Pm. Upon arrival crews found Manhole 27472 at 1901 Jersey Ave was overflowing at a rate of 5gpm. Crews used quick response letter an were able to stop the overflow at 5:19pm for a total of 680 gallons that hit state waters. Crews set up bygass pump downstream of sandy creek and dammed the creek. Crews used pump to return all untreated wastewater into Manhole 27431. Crews washed down parking lot area with truck and cleaned any debris. Crews set up hydrant meter box to help push untreated wastewater to pump. Crews used trucks to help push any pockets in the creek to pump and cleaned any debris in area. After investigation crews found that blockage was still in line after remediation. Crews popped overflow Manhole and found a 15ft rope led light display and a medal rod in manhole blocking flow. Items were removed and crew will be deployed to bolt down manhole lid and replace with a no vent manhole lid also. Pump will be constantly running un all untreated_ wastewater is removed and tested by local storm water quality.
