Summary:
Georgia Pacific in Dudley NC is installing a new wet scrubber to replace the scrubber currently in service.
The new installation will utilize the existing concrete pond basin and will add a clarifier unit adjacent to
the pond to remove a percentage of the ash before it enters the settling pond. The new system will
include a new wet scrubber with variable venturi, clarifier, support structure, redundant recycle pumps
from clarifier to the venturi and a recirculation pump from the existing pond. The system will be
constructed per the general arrangement drawings included In the Appendix of this package. In the
following sections we have provided the design criteria and specifications for the new equipment and
instrumentation.
Venturi Scrubber and Clarifier Design Criteria
The Venturi scrubber and Clarifier can be seen on the included arrangement drawings in the appendix.
The process design criteria for the new equipment will be as follows:
Scrubber Recycle rate(from Clarifier to Nozzles) 1200 GPM
Clarifier Blowdown Rate 70 GPM
Scrubber Evaporation Rate 54 GPM
Scrubber Makeup Water Rate 54 GPM •
Recirculation Rate from Pond to Clarifier 70 GPM
Pressure Required at Scrubber Nozzles 20 psig
Venturi Scrubber
The new Venturi Scrubber will consist of variable venturi section, separator section and stack. Unit will
be fabricated of/4"304 Stainless steel with reinforcing angles. Venturi will be controlled using a Beck 11-
309 rotary actuator to maintain the pressure drop across the venturi during boiler load fluctuations.
Clarifier
The new clarifier will be fabricated per drawing M-651-01 included in the appendix. The clarifier will be
constructed of%"carbon steel with AR-400 wear plate in the bottom for increased reliability. Before and
after installation unit will be hydrostatically tested for leaks. Unit will be installed on an above ground
level concrete footing therefore no floatation calculations have been included.
Recycle Pumps from Clarifier
Recycle from the Clarifier will be accomplished using a set of pumps fed from the "clean" basin in rear
section of Clarifier. Each pump will be capable of providing 100%of required recycle water to keep the
system in operation. These new pumps will be a Goulds 3196 6x8 pumps. Summary of system head
requirement are shown in the chart below.

Instrumentation and controls:
The scrubber system will be controlled using the existing Allen Brady Control Logix boiler combustion
control PLC. System will monitor scrubber differential pressure, recycle flow rate and recycle pressure.
Flow rate and pressure will be controlled using variable speed drives on the clarifier recycle pumps and if
required, manually adjusted valves on the recycle header system.
The Recycle flow will be measured using Rosemount Flanged Magnetic Flowmeters with a 2051
transmitter. There will be two of these flow meters mounted in parallel with one in use and one backup
at all times.
The Recycle header pressure will be measured using a Rosemount Model 2051 gauge pressure
transmitter. Back up for this will be by onsite spare parts.
The Venturi differential pressure will be measured using a Rosemount Model 2051 differential pressure
transmitter. Back up for this will be by onsite spare parts.

Section 1: Introduction
The Georgia-Pacific Wood Products LLC Dudley Plywood Facility (GP) currently operates under Permit
Number WQ0003380 that was issued by the North Carolina Department of Environment and Natural
Resources (NCDENR) on October 29, 2018 for the Closed-Loop Recycle System. This document was
prepared as required by the Closed-Loop Recycle System Renewal Form CLRS-R 02-21 Section: Attachment G
—Provide an overview of the manufacturing process, an inventory of all chemical and biological materials
used in the manufacturing process, and overview of the cleaning and treatment methodology.
Section 2: Overview of the Manufacturing Process
Logs from the woodyard are sent to the log vats for heating prior to the veneer peeling process. Logs
are converted to veneer by the lathes. The lathes peel the logs into thin sheets of green veneer, which
are then clipped to desired widths by the rotary clippers, graded, and stacked. The veneer trimmings
from the rotary clippers are sent to the veneer chippers. If the clipped green veneer is of high quality, it
proceeds directly to the four veneer dryers. The lower quality veneer is cut into smaller strips by the
fishtail saw, stacked, and sent to dryers.
The veneer dryers are heated indirectly using steam that is generated by the wood-fired boiler. The
dried veneer is graded, sorted, and processed and is further trimmed to size.
The dried veneer then proceeds to the glue line, where resin (glue) is applied to the veneer sheets
before core strips are applied. The veneer is applied in layers, with glue being applied after each
subsequent layer of veneer is added. This process is repeated until the desired thickness is achieved.
After the desired thickness is achieved, a flying saw makes a cut in the layered-up veneer.
The unpressed plywood panel then proceeds to the cold pre-presses (3) and presses. In the presses, the
combination of heat and pressure cures the glue and forms the plywood panel. After the presses, the
panels are trimmed by the trim panel saw and the trimmed material is hogged in the dry residuals hog.
Sawed panels then proceed to the patch line, the tongue and groove (T&G) sander, the specialty saw,
the Big Four Head Sander,or the strapper to be packaged for shipment off-site.
From the finishing operations, some of the plywood panels may be sent for edge sealing or for form oil
application. Finished bundles of panels are stenciled with the Georgia-Pacific logo and end stripping.
The plywood panels are then shipped off-site via trucks and/or railcars.
The wood residuals throughout the process are conveyed to be used as boiler fuel or to a truck bin for
shipment off-site or as fuel source.

Section 4: Cleaning and Treatment Methodology
The cleaning and treatment methodology differs for each independent system within the Closed-Loop
Recycle System permit since each is self-contained.
Scrubber Water Discharge Recycle Loop
The scrubber/clarifier system uses physical settling of the boiler ash for its cleaning and treatment, with the
water being reused in a closed loop system through the scrubber, clarifier, and ponds. No biological or
chemical treatment is used at the clarifier or ash ponds.
Ash laden water from the Boilers'scrubber is discharged into the clarifier to undergo physical settling of the
ash.The ash is then mechanically conveyed out of the clarifier via chains to a dewatering pad prior to
disposal. The two adjacent ash ponds serve as overflow for the clarifier. The ash ponds are used in a rotation
Page 14
allowing for physical ash settling and dewatering prior to disposal. Ash solids are removed from the ponds
by mobile equipment (front end loader).
Log Heating Vat Water Recycle System
The log heating vat water recycle system uses physical settling of the wood vat fiber for its cleaning and
treatment, with the water being reused in a closed loop system through the individual vats and the vat
surge basin. No biological or chemical treatment is used at the vats or vats surge basin; however, caustic
soda (50%) is used for pH adjustment as a process control measure.
As logs are soaked/heated inside one of the facilities seven vats, wood fibers come from the logs and
physically settle in the bottom. At routine intervals, the vats are emptied and the vat water is sent to the
surge basin via pumps. At the surge basin, the vat water is pumped through a screen to separate the solids,
which are mechanically moved to a dewatering pad prior to disposal or reuse as a fuel in the boiler. The
water is held at the surge basin until needed for reuse in the vats.
Oil Water Separator
The mills oil water separator system uses physical separation for its cleaning and treatment with no
biological or chemical treatment.
The system gravity drains oily or potentially oily water from various inlets in the mill into a common sump.
The oily water is then pumped across a side hill screen to separate out any wood debris. This debris is then
discharged into a hopper for disposal, and the water is sent through a series of filters and baffles within the
oil water separator. The oil is discharged into an offboard tank for recycling, and the water can then be sent
to either the county POTW or the mills boiler system.
The adjacent surge basin is a gravity fed failsafe system that is connected to the oil water separators inlet
sump. It is designed to hold excess influent waters in the event of an upset condition (i.e. power failure,
heavy rainfall, etc). The surge basins normal operating level is zero.
Veneer Dryer Wash Down System
The veneer dryer washdown system relies on physical separation for its cleaning and treatment
methodology, with no chemical or biological treatment used in the system.
The veneer dryers are equipped with trench drains that collect washdown water and deliver it to a common
sump pit. The pit water is then pumped across a screen and the solids are collected in a hopper for disposal.
The cleaned water is stored in an interior holding tank for reuse as washdown water. When the water is
deemed too dirty to reuse, it is sent to the facilities log heating vat water recycle system for further reuse or
to the oil water separator system, if the vat system does not have adequate holding capacity.
