Dear Mr. Niland:
The Division of Water Quality (the Division) has discovered an error in your permit, recently
issued on March 23, 2011. We hereby correct this error by providing change -pages.
Please insert theses pages into your existing permit and discard the old pages. This will correct the
receiving -stream surface -water classification from C to WS-IV; CA for your discharge to McLin
Creek, segment [11-76-5-(3)]. We have corrected text on both your Supplement to Cover Sheet
and your facility map. This correction does not affect your permit limits or monitoring conditions
[section A. (1.)].

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are
hereby revoked, and as of this issuance, any previously issued permit bearing this number is
no longer effective. Therefore, the exclusive authority to operate and discharge from this
facility arises under the permit conditions, requirements, terms, and provisions described
herein.
City of Claremont
Is hereby authorized to:
1. continue operating a 0.300 MGD domestic wastewater treatment plant utilizing a
sequencing batch -reactor type treatment facility consisting of
• Catenary bar screen with manual bar screen bypass
• Vortex degritter
• Flow metering
• Three (3) influent pump stations
• Dual intermittent -cycle extended aeration basins
• Three (3) tertiary sand filters
• Chlorination -- dechlorination
• Two (2) aerated sludge holding tanks
• Standby power generator
• Cascade post -aeration
located at the City of Claremont - McLin Creek WWTP, at B & B Road and NCSR 1728
near Claremont, Catawba County; and
2. discharge from said wastewater treatment works at a location specified on the attached
map via Outfall 001, to McLin Creek [11-76-5-(3)], a waterbody currently classified
WS-IV; CA waters within subbasin 03-08-32 of the Catawba River Basin.

I have reviewed the draft permit and determined that the proposed discharge is not located sufficiently close to any
existing or known proposed public water supply intake so as to create an adverse effect on water quality. The
DEH concurs with the issuance of this permit provided the Permittee properly operates and maintains the
facility; the Permittee meets the stated effluent limits prior to discharge; and the discharge does not
contravene the designated water quality standards.

Britt — sorry, this is bit of a rush. We issued this permit with the wrong stream class/segment #, now need to correct
from C to WS-IV; CA, permit effective May 1, 2011. This MOD does not affect the effluent parameters or monitoring
conditions (copy of EFF FINAL for your review only — not part of the MOD).
