The Pretreatment Unit of the Division of Water Quality received copies of the revised Short
Term Monitoring Plan and an amendment to the Sewer Use Ordnance on October 14, 1999.
These documents were misfiled and recently found. We apologize for this mistake.
The review indicates that both the Short Term Monitoring Plan and Sewer Use Ordnance are
adequate and satisfy requirements of 15A NCAC 2H .0900 and 40 CFR 403.
The Division's review process assures that the permit(s), Allocation Table, Headworks Analysis,
(HWA), and other supporting documents, have been properly placed in the Division's files and
that key information is entered and updated in the state's database where they are maintained for
public record.
On January 8, 2001, Mr. Tony Gragg of the Water Tech Company called Keyes McGee of the
Pretreatment Unit Staff to report that some STMP sampling had not been done. This sampling
was unfortunately discontinued during the transition from city operations to contract operations
of the McLin Wastewater Treatment Plant (WWTP) by the Water Tech Company. Your.
approved STMP, calls for quarterly monitoring for all influent and effluent Parameters of
Concern (POCs). During the year preceding the Headworks Analysis (HWA) the sampling
frequency increases to monthly.
The Town of Claremont should immediately resume the STMP monitoring. STMP sampling
must be completed once for the first two quarters of 2001 and increased to monthly starting in
June 2001. This data is necessary for technically based local limits and HWA which is due July
21, 2002. After completion of a good HWA the STMP sampling can revert to quarterly
monitoring.

Please submit to the Division by September 1, 2001, a summary of your STMP, DMR, and
sludge data collected to date in preparation for HWA calculations. The data will be reviewed by
the Pretreatment Unit to determine if it is organized properly for use in completing the HWA.
The Pretreatment Unit received today IUP coversheets for Alcatel and Pierre Foods from the
City of Claremont. This submission is appreciated and the corrected pages will be collated into
the filed permits for the public record.

Use Ordinance.
We changed the level of mercury from 0.0003 to 0.0002 in Section I Detection Level And
Sampling Method.
Ordinance No. 324-99 changes three sections of our Code of Ordinances governing wastewater
pretreatment.
