Explanation This project obtained a COC in error. The
project scope for NCC201815 included
adding a natural gas transmission launcher
station to the existing natural gas
transmission pipeline; therefore this project
would qualify for the exemption for
transmission facilities as stated in Clean
Water Act (CWA) section 402(I)(2):
(2) The Director may not require a permit for
discharges of storm water runoff from the
following:
(ii) All field activities or operations associated
with oil and gas exploration, production,
processing, or treatment operations or
transmission facilities, including activities
necessary to prepare a site for drilling and for
the movement and placement of drilling
equipment, whether or not such field activities
or operations may be considered to be
construction activities, except in accordance
with paragraph (c)(1)(iii) of this section.
Discharges of sediment from construction
activities associated with oil and gas
exploration, production, processing, or
treatment operations or transmission facilities
are not subject to the provisions of paragraph
(c)(1)(iii)(C) of this section.

North Carolina General Statute 143-215.613 (1) provides that:
Any person who knowingly makes any false statement, representation, or certification in any application, record, report, plan, or other document
filed or required to be maintained under this Article or a rule implementing this Article; or who knowingly makes a false statement of a material
fact in a rulemaking proceeding or contested case under this Article; or who falsifies, tampers with, or knowingly renders inaccurate any recording
or monitoring device or method required to be operated or maintained under this Article or rules of the Commission implementing this Article shall
be guilty of a Class 2 misdemeanor which may include a fine not to exceed ten thousand dollars ($10,000).

NPDES Stormwater Permit for the subject facility. I am familiar with the information
contained in this request and to the best of my knowledge and belief such information
is true, complete and accurate.

president, secretary, treasurer, or vice president, or a manager that is authorized in accordance with Part IV, Section B,
