4h. Explain the purpose of the proposed project: *
KURZ Transfer Products proposes a new expansion to their existing plan in Lexington, NC. The expansion includes a new 21,240 sf Coatings Process Building, 9600 sf maintenance
building, 714 sf loading dock and related roads, pavements, walls and utilities. A perimeter road and new entrance is necessary for this expansion and a future warehouse.

The Coatings Building has a required footprint of 177'-0" x 119'-6" that is necessary to house the Coatings Machine that is being added to the plants process system. Initial layout
exercises had the location of the building farther into the middle of the wetland areas. The desire was to minimize impact to existing wetlands so the plan was refined to what is currently
shown. A perimeter road and new entrance is necessary for this expansion and a future warehouse, and the road's location was also established to minimize the impact to wetlands. The
proposed impact to the delineated wetland is 0.35 acres. The approximate overall disturbed construction limits of the project is 6 acres and a Sediment and Erosion Control Plan will be
developed for the area and permitted through NC DEQ.

Retaining walls have been proposed as much as practicable while still meeting the engineering and design requirements for the road crossings. Culverts
are proposed to maintain hydrologic connection and aquatic life movement.

Comments:
The project engineer has discussed the site development with Davidson County and they will be the permitting agency for the site and building development. Stormwater
detention/retention is not required for this site. Onsite stormwater will be collected via roof leaders, catch basins, below grade piping networks and surface outlet flumes. All stormwater will
be safely discharged back into the wetlands and ultimately Reedy Creek. A minimum 50' vegetated stormwater buffer is required along Reedy Creek and this project will maintain a 300-
foot, undisturbed buffer.

This document confirms that KURZ TRANSFER PRODUCTS, LLC (Applicant) for the KURZ
COATING HALL & MAINTENANCE BLDG (Project) has expressed an interest to utilize 0.70
Riparian Wetland Mitigation Credits from the Water & Land Solutions, LLC sponsored WLS Yadkin
01 Umbrella Mitigation Bank specifically 0.70 wetland credits from the Toms Creek Tributaries site, in
the Yadkin 03040101. As the official Bank Sponsor, Water & Land Solutions, LLC, attests to the fact that
mitigation is available for reservation at this time.
These mitigation credits are not considered secured, and consequently are eligible to be used for alternate
purposes by the Bank Sponsor, until payment in full is received from the Applicant resulting in the
issuance of a Mitigation Credit Transfer Certificate by the bank acknowledging that the Applicant has
fully secured credits from the bank and the Banker has accepted full responsibility for the mitigation
obligation requiring the credits/units.
The Banker will issue the Mitigation Credit Transfer Certificate within three (3) days of receipt of the
purchase price. Banker shall provide to Applicant a copy of the Mitigation Credit Transfer Certificate and
a documented copy of the debit of credits from the Bank Official Credit Ledger(s), indicating the permit
number and the resource type secured by the applicant. A copy of the Mitigation Credit Transfer
Certificate, with an updated Official Credit Ledger will also be sent to regulatory agencies showing the
proper documentation.
