Sue —based on the scaled cross section (Impact Drawings 4 of 4, Page 19 of PCN), the culvert slope is at or near 2.5%.
The proposed culvert was designed to meet NCDWR GC 4256 Condition 11, paragraph 3 in addition to NWP 29,
condition 9, a.
Also noteworthy, based on our field visits and familiarity with the site, there are exposed rock outcrops at grade within
the proposed culvert footprint.

Brad,
It appears that the permanent culvert is proposed to be installed at grade rather than buried but I don't see where a
justification was given or a slope provided on the plan sheet so I could make that assumption. Can you please either
provide a plan sheet that revises that to show culvert burial, or provide a justification for not providing burial.
