I am in receipt of your email related to additional information needed. I also received a letter from DWR related to
additional information needed in relation to coastal wetland location (and the road) and avoidance and minimization
explanation. And, I spoke with David Moye on the phone related to coastal wetlands. I should be able to address these
issues satisfactorily, but I would like to meet with Don Oden before resubmitting information on his behalf. I'll be down
on Ocracoke the first weekend in June and am planning on meeting with Don at that time. Would it be okay to supply a
formal response to these items in June? Don is not on email and it will work best for this one to meet him in person. I
think that will help having to go back and forth with responses more than once.

This correspondence is to inform you that after reviewing the Nationwide Permit (NWP) 14/18 request for the Donald
Oden property I have determined that the PNC application is incomplete. Please provide information for the following
questions regarding this project:
1) Please provide information as to why the proposed impacts to jurisdictional wetlands cannot be reduced. According
to the Hyde County tax records Mr. Oden owns Oden Fish & Oil Company. This parcel abuts the proposed access
driveway and wetland impacts could be reduced if the access originates from this parcel instead of the.

2) The Division of Coastal Management (CAMA) has raised concerns that the access driveway will potentially impact
coastal wetlands. Please coordinate with CAMA and confirm if the project area includes coastal wetlands so they can be
quantified in the PCN application and mitigation detail.
3) Mitigation- The PCN application indicates that the wetland impacts will take place in non-riparian wetlands. The
location of the mitigation conservation area indicated on the map submitted with the application does not indicate if
there are non-riparian wetlands present. Please provide information indicating the percentage of the wetland types
within the 4.3 acre Conservation Area and indicate their location on a revised plat.
4) It appears that a portion of the driveway originating on the west end of the project is located within an existing
conservation easement. Please provide information that the project impacts are located outside of any existing
easements.
Please provide the requested information within 30 days of the receipt of this correspondence. If you have any
