American alligator, red wolf, piping plover, seabeach
amaranth, bald eagle, red - cockaded woodpecker,
West Indian manatee and five species of sea turtles
Askins Creek, Brooks Creek, and Cape Creek are
identified as 303(d) listed waterways.
Potential historic resources include the W. Rocky and
Cynthia Tolson Rollinson House, the Urias O. and
Caddie Midgett Gaskins House, and Gaskins
Elementary.
Potential historic resources include the Emma Miller
and Jarvis Grey House, the Henrietta Scarborough and
Issac T. Meekins House, the Zion Scarborough
Cemetery and the Thomas and Joseph Ann Gray
House.

Previously Defined Need:
• Reliable access through the project study area.

transportation system with minimal
interruption of traffic service.
Previously Defined Purpose:
Implement measures to maintain the integrity
and viability of the transportation system with
minimal interruption of traffic service due to a
moderate storm event between Buxton and
Avon for a period of 50 years. (For the purposes
of the Feasibility Study, a 50 -year timeframe is
being evaluated.)

1. Road Relocation A *- Relocating the NC 12
roadway west of the existing roadway to meet
the "Average" modeled shoreline control.
2. Road Relocation B *- Relocating the NC 12
roadway west of the existing roadway to meet
the "Average" modeled shoreline control, but
also relocate the roadway as far as practicable
without significantly increasing environmental
impacts.
* NCDOT may opt to base alternatives on predicted high erosion shoreline.
3. Beach Nourishment- Implementing a beach
nourishment program to protect NC 12 in the
current location.
4. Combination Road Relocation/ Nourishment-
A combination of road relocation and beach
nourishment.
Allfour alternatives include constructing and
maintaining dune structures adjacent to the
roadway.
The long term design options will be similar to
the four short term design options but designed
fora 50 -year design life.

The shoreline change analysis may result in
changes to any of the alternatives considered.
• NPS policy on shoreline and
barrier islands is to allow
natural processes (erosion,
deposition, dune formation,
overwash, inlet formation and
shoreline migration) to occur
without interference.
• Any variance from the policy
must be approved by the Park
director.
