Subject: Action ID No. 2010 - 01797, USMC — Camp Lejeune, Modification of the Department
of the Army authorization for the New River Marine Corps Air Station, Onslow County, North
Carolina.
1. Reference: Modification request on behalf of the USMC — Camp Lejeune by Dial Cordy
and Associates, 10 February 2014, Subject: Modification Request for Action ID SAW -2010-
01797/Department of the Army Permit.
2. The above referenced correspondence requests a modification to the Department of Army
(DA) Section 404 permit for the New River Airstation improvements originally issued to the
Base on 17 August 2012. On 29 November 2012, a modification to the Department of the Army
permit was issued covering changes to Phase II and III of the subject project.
3. The proposed modification to the DA permit is a result of project impact increases in Phase
III based on enforced Federal aviation safety regulations. The authorized increase in
jurisdictional resources will be 0.89 of an acre of riparian wetlands and 70 linear feet of
intermittent stream channel.
4. I have determined that the proposed project modifications described above are not contrary
to the public interest and consistent with the 404 (B)(1) and therefore, the DA permit is hereby
modified. The DA permit modifications are as follows:
a. Project Description: to directly discharge fill material into 0.89 acre of riparian
wetland and 70 linear feet of stream channel associated with improvements to the New River
Marine Corps Air Station, Phases III, at MCB Camp Lejeune in Onslow County, North Carolina.
b. All work authorized by this permit modification must be performed in strict
compliance with the attached plans, which are hereby made a part of the permit.
C. All temporary impact areas shall be returned to the original grade and contours.
d. In order to compensate for impacts associated with this permit, mitigation shall be
provided in accordance with the provisions outlined on the most recent version of the attached
Compensatory Mitigation Responsibility Transfer Form. The requirements of this form,

including any special conditions listed on this form, are hereby incorporated as special conditions
of this permit authorization.
5. Note that all unmodified terms and conditions of your original Department of the Army
permit and all previous modifications shall remain in effect. The permit expiration date remains
as December 31, 2017.
6. In accordance with 33 U.S.C. 1341(d), all conditions of the North Carolina Division of Water
Quality 401 Water Quality Certification Modification #3991 and North Carolina Division of
Coastal Management Consistency Determination #CD12 -086 should be followed as a condition
of this Department of the Army permit.
