Additionally, if the original SOA hasn't been paid, you probably need to get a new SOA anyway because those credits may no longer be available. I don't remember the language used in the SOA provided in Version 1 off the top of my head. Is the SMP for the site approved? Can you please provide a copy? I'm looking at it now, and I need some more information: 1) The cover letter mentions that a new SOA from EBX should be attached to the package for the required buffer mitigation, but I'm not seeing it. Can you please send me a copy of the SOA? The previous SOA dated 8/6/21 is for 45,102 SF. Our modification is to increase to 47,033 SF. Do we need to request a new SOA? 2) The cover letter says that Impact Site 5 is a hammerhead turnaround (as in Version 1), but the new maps seem to show a cul-de-sac. This also seems to imply that there will not be an extension to Ross Rd. Please clarify and provide a copy of the comments from the City of Durham that required these increases in buffer impacts. A hammerhead turnaround was initially proposed to minimize impacts. The City required a cul-de-sac due to the distance between the temporary end of Lynn Road and the closest intersection. An email where we coordinated this with the reviewer is attached. A future extension of Lynn Road is still planned (by the City, not the project), and the project is reserving right-of-way for the future extension. 3) Please provide more details on the large increase in buffer impacts for Impact 6a, specifically on avoidance and minimization, including alternate configurations of the SCM. This increase was due to design modifications needed to meet stormwater requirements during permitting. These included: a. 1YR-24HR peak attenuation requirements b. Larger surface area to measure WQv at bottom of pond rather than top of bank c. Larger surface area to provide a slope on the outfall pipe. We originally showed the outfall pipe flat to further minimize velocity into the buffer. The City requested a slope on the outfall pipe, which is at a set elevation to outfall into the stream. Adding a slope to the outfall pipe raised the bottom of the pond and berm. Raising the berm created additional grading that encroached on the SCM surface area, requiring the SCM to be reconfigured.
