Please see my response below in red and let me know if you have any questions or concerns. We could propose a sill at the culvert inlet to hold water in the upstream portion of the wetland if that would be preferred with no change to the impact quantities or we can design the culvert depth to be closer to the surface if necessary, though we may lose some stability and depth of native material to be placed inside. The Corps often recommends that culverts are placed at -grade when installing in wetlands. However, in this case, it seems it would be best to propose a sill at the inlet to help maintain hydrology and not lose other wetland indicators. April April R. Since wetland W11 is somewhat linear and has a decent slope, we wanted to make sure the culvert is not compromised during high flow events. Additionally, the culvert has been sized to carry high water and flood conditions downstream. We could propose a sill at the culvert inlet to hold water in the upstream portion of the wetland if that would be preferred with no change to the impact quantities or we can design the culvert depth to be closer to the surface if necessary, though we may lose some stability and depth of native material to be placed inside. Let me know if either of these options is preferred and we can revise plan sheets to send back to you. The rip rap impacts have been accounted for in the 0.34 acre of permanent roadway impacts in Section D, see screengrab below for clarity. I can pull the impact out as a separate line from the roadway impact, but figured since it was all fill resulting from the roadway, it would be easiest to calculate together. Installation of culverts in wetlands shall ensure continuity of water movement and be designed to accommodate high water or flood conditions. The culvert profile provided illustrates the culvert being installed below grade level, along with Class I Rip Rap being placed below grade level for outlet protection. Could you please confirm that it is environmentally necessary for the culvert to be placed below grade? Also, please confirm that the impacts for the rip rap are accounted for under Section D. of the PCN? Let me know if you have any questions. Thanks, April April R.
