Subject: Update to NCDOT’s Post-Construction Stormwater Program

Dear Ms. Powell:

The NC Department of Transportation is pleased to submit an update to its Post-
Construction Stormwater Program for your review and approval. The update is
warranted to address updated citations for state and federal regulations, update NCDOT
policies and procedures, provide consistent guidance for a more decentralized NCDOT,
and to meet obligations of the Complete 540 project settlement agreement.

A general summary of the revisions to the PCSP has been attached for your reference.

As required by Part 3.6.3.c of our NPDES permit (NCS000250) NCDOT will refrain
from implementing these updates until we receive DEMLR’s approval.
