This is a different requirement. Previously there was a 30-day pre -filing requirement before the application could be
submitted. 30-day pre -filing meeting has been removed.
The 30-day public notice is a requirement of the Water Quality Certification(permit) that you are applying for coverage
under. The General Water Quality Certifications were reissued in early 2022 with slightly different wording and
requirements than the previous one. Impacts that previously required "written authorization" now require "an
Individual Water Quality Certification". Individual Certifications require Public Notice.
Normally the public notice would go out when the application is processed and runs concurrently to the review timeline.
Based on my current workload, applications are typically initially reviewed 45-60 days after the fee is received, so the
30-day public notice is typically over before the application reaches the top of my queue. Unfortunately, this one slipped
through the cracks. Thank you for emailing to check on the project, as that helped to catch the problem earlier than my
initial review would have.

I completed the 30-day pre -file for this project back in like October or November of last year. I also got a email from
Stephanie Goss recently stating that I did not have to do the 30-day pre -file anymore, that that was obsolete now.

Unfortunately, this project was entered into our system under the incorrect General Water Quality Certification
number. I've corrected it in our system, but the project will be required to undergo a 30-day Public Notice period as
required by the new Water Quality Certification. We are working on getting this out for public notice now, but
sometimes it takes a few days.
Based on its position in my queue, I will be starting my initial review of this project in a couple of weeks. At that time,
additional information may be required to complete the review, so please know that I will not hesitate to reach out if I
have any questions once I've begun my review. Permits, however, cannot be issued until the 30-Day Public Notice is
completed.
I will forward you the email notification that the project is out for public notice once I have received it.
