Hi Colleen, please see the responses below from the engineer to your requests.
1. Please provide an overall site including an overlay for jurisdictional features. I only see a Wetland Impact Map
that does not show the proposed impacts in relation to the rest of the jurisdictional features on the property.
[15A NCAC 02H .0502(a)(9)]. I have attached a grading and drainage plan (3.1) for reference to show the
proposed impacts in relation to the expansion of the existing facility.
2. Please provide more details regarding avoidance and minimization of wetland impacts for this project. This
should include alternative designs and layouts of the proposed expansion. [15A NCAC 02H .0506(b)(1)] The
operation of the existing facility requires an expansion to the facility for logistic, flexibility and safety reasons.
In order to improve in these areas, a new logistics warehouse and truck entry is required. Based on this need
the designer tried to minimize the impacts as follows:
o No access through the property to the east (Keen facility) was allowed therefore another driveway
connection to Keen road is required.
o The first analysis was to provide this connection at the northwest corner of the site. Having this
connection required not only a wetland impact but also a impact to the existing stream including the
headwall. Moving the drive further west alleviated the stream impact altogether but still required
wetland impacts.
o The equipment manufactured on site requires a minimum time of endurance for each piece of
machinery. Based on the quantity of and the required spacing needed (for each piece of equipment),
the existing endurance area was not sufficient. Therefore there is a need to relocate and expand the
endurance area. The endurance area expansion is based on time of endurance for each machine and
the space required for each movement between each piece of equipment.
o The facility is operated in two ten-hour shifts which is why phasing the construction was essential to
allow for continued operation.
o The placement of the new building was also required to be within certain proximity to the existing
building for logistical reasons. These reasons include, safety, flexibility and overall operation of the
facilities.
3. Please provide additional details regarding the Stormwater Management Plan. Is this SMP being reviewed by
DEMLR? Has the plan been approved? Can you please provide a copy of the SMP including plans? [15A NCAC
02H .0502(c)]. Based on your last email, we are now required to provide a stormwater management plan
which can be provided.
