Dear Mayor Goodman:
A letter of request for Authorization to Construct was received November
15, 1988, by the Division and final plans and specifications for the subject
(''h project have been reviewed and found to be satisfactory. Authorization is
hereby granted for the construction of improvements to the existing .25 MGD
wastewater treatment plant in order to expand to .75 MGD. Improvements to
include upgrading the existing influent pump station with dual 1,300 GPM pumps;
upgrading the influent bar screen with the addition of a conveyor; the addition
of alum and polymer storage and feed capabilities; the addition of a 1,000 CFM
blower; three (3) high rate tertiary filters, 50 square feet each; dual bank,
open channel, ultraviolet disinfection; an effluent parshall flume; a cascade
aerator; dual 70,000 gallon aerated sludge digestors, each with a 500 CFM
blower; and a rotary driven sludge thickener.
This Authorization to Construct is issued in accordance with Part III,
paragraph B of NPDES Permit No. NC0020354 issued July 1, 1988, and shall be
subject to revocation unless the wastewater treatment facilities are constructed
in accordance with the conditions and limitations specified in Permit No.
NC0020354.
The Permittee must employ a certified wastewater operator in accordance
with Part III paragraph C of the referenced permit.
The sludge generated from these treatment facilities must be disposed of in
accordance with General Statute 143-215.1 and in a manner approvable by the
North Carolina Division of Environmental Management.

The Raleigh Regional Office, phone no. [phone] shall be notified
at least twenty-four (24) hours in advance of operation of these facilities so
that an in -place inspection can be made. Such notification to the regional
supervisor shall be made during the normal office hours from 8:00 a.m. until
5:00 p.m. on Monday through Friday, excluding State Holidays.
In the event the facilities fail to perform satisfactorily in meeting its
NPDES permit effluent limits, the Permittee shall take such immediate corrective
action as may be required by this Division, including the construction of
additional wastewater treatment and disposal facilities.
Upon completion of construction and prior to operation of this permitted
facility, a certification must be received from a professional engineer
certifying that the permitted facility has been installed in accordance with the
approved plans and specifications. Mail the certification to the Permits and
Engineering Unit, P.O. Box 27687, Raleigh, N.C. 27611-7687.
Freeboard in the sludge storage lagoons shall not be less than two (2)
feet at any time.
A copy of the approved plans and specifications shall be maintained on file
by the permittee for a the life of the project.
The by-passing of any facilities during construction must be approved in
advance by the Raleigh Regional Office.
