A- USre \ 444 c w.. 6.2.4 ,2_( J ZLCA '44 644-) DIVISION OF ENVIRONMENTAL MANAGEMENT DECEMBER 10, 1984 MEMORANDUM TO: FROM: THRU: Lee Fleming Randy Dodd ' f7) Trevor Clements Steve Tedder .( (. - C SUBJECT: Town of Tryon Permit Requirements A wasteload allocation request has recently come through for the Town of Tryon for a proposed expansion from 0.8 mgd to 1.5 mgd. The Town currently has secondary limits for BOD and TSS, with no pH limit or fecal coliform limit. I recommend that both parameters be limited in the new permit based on the limited dilution available in the re- ceiving waters (5.0 cfs). The Town is currently monitoring instream fecal levels, but have not been monitoring effluent fecal levels. It is therefore difficult to determine if instream standard violations have occurred because of the plant. The Town should be required to monitor effluent fecal levels. A pH limit is necessary because of high influent pH from a textile company. It is also recommended that the Town be required to monitor for phenols, copper, and zinc, since roughly 500 of their waste is generated by indirect textile dischargers. Please advise if you have any questions. RD:mlt cc: Forrest Westall Doug Finan
