SUPPLEMENT TO EFFLUENT LIMITATIONS
AND MONITORING REQUIREMENTS
SPECIAL CONDITIONS
A (2). CHRONIC TOXICITY PERMIT LIMIT (QRTRLY)
The effluent discharge shall at no time exhibit observable inhibition of reproduction or significant
mortality to Ceriodaphnia dubia at an effluent concentration of 1.8%.
The permit holder shall perform at a minimum, puarterly monitoring using test procedures outlined in the
"North Carolina Ceriodaphnia Chronic Effluent Bioassay Procedure," Revised February 1998, or
subsequent versions or "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure"
(Revised February 1998) or subsequent versions. The tests will be performed during the months of
January, April, July, and October. Effluent sampling for this testing shall be performed at the NPDES
permitted final effluent discharge below all treatment processes.
If the test procedure performed as the first test of any single quarter results in a failure or ChV below the
permit limit, then multiple -concentration testing shall be performed at a minimum, in each of the two
following months as described in "North Carolina Phase II Chronic Whole Effluent Toxicity Test
Procedure" (Revised February 1998) or subsequent versions.
The chronic value for multiple concentration tests will be determined using the geometric mean of the
highest concentration having no detectable impairment of reproduction or survival and the lowest
concentration that does have a detectable impairment of reproduction or survival. The definition of
"detectable impairment," collection methods, exposure regimes, and further statistical methods are
specified in the "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -
February 1998) or subsequent versions.
All toxicity testing results required as part of this permit condition will be entered on the Effluent
Discharge Monitoring Form (MR-1) for the months in which tests were performed, using the parameter
code TGP3B for the pass/fail results and THP3B for the Chronic Value. Additionally, DWQ Form AT-3
(original) is to be sent to the following address:
Attention: Environmental Sciences Branch
North Carolina Division of
Water Quality
1621 Mail Service Center
Raleigh, North Carolina 27699-1621
Completed Aquatic Toxicity Test Forms shall be filed with the Environmental Sciences Branch no later
than 30 days after the end of the reporting period for which the report is made.
Tyson Foods, Inc.
NC0005 126
Page 2
Test data shall be complete, accurate, include all supporting chemical/physical measurements and all
concentration/response data, and be certified by laboratory supervisor and ORC or approved designate
signature. Total residual chlorine of the effluent toxicity sample must be measured and reported if
chlorine is employed for disinfection of the waste stream.
Should there be no discharge of flow from the facility during a month in which toxicity monitoring is
required, the permittee will complete the information located at the top of the aquatic toxicity (AT) test
form indicating the facility name, permit number, pipe number, county, and the month/year of the report
with the notation of "No Flow" in the comment area of the form. The report shall be submitted to the
Environmental Sciences Branch at the address cited above.
Should the permittee fail to monitor during a month in which toxicity monitoring is required, monitoring
will be required during the following month.
Should any test data from this monitoring requirement or tests performed by the North Carolina Division
of Water Quality indicate potential impacts to the receiving stream, this permit may be re -opened and
modified to include alternate monitoring requirements or limits.
NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control
organism survival, minimum control organism reproduction, and appropriate environmental controls,
shall constitute an invalid test and will require immediate follow-up testing to be completed no later than
the last day of the month following the month of the initial monitoring.

NPDES PERMIT FACT SHEET Tyson Foods, Inc.
Page 2 NPDES No. NC0005126
Summary
• This is a MAJOR renewal for a poultry rendering plant that discharges process wastewater via one
outfall. The treatment system consists of an aerated lagoon with mechanical aerators (with a design
capacity of 1.7 MOD), chemical pH adjustment, chlorine disinfection, and flow monitoring, A DAP
unit pretreats the process wastewater before catering the WWTP. At the company's request, a permit
mod in 10/97 decreased the flow limit from 1.7 to 0.5 MGD, with a resultant decrease in the instreatn
waste concentration (and chronic toxicity test concentration) from 7% to 1.8%. Although the facility
had experienced chronic toxicity compliance problems for roost of 1996/97, the facility has been
fully compliant since the change in permitted flow/IWC in October 1997.
• Facility discharges to Hunting Creek>South Yadkin River>Yadkin River>High Rock Lake. Hunting
Creek is not listed in the 1998 303(d) list. Per the 1998 Basin Plan, the most recent benthic
macroinvertebrate monitoring data (1996) indicates that water quality of Hunting Creek is excellent,
and could be investigated for potential HQW/ORW reclassification if petitioned. The Basin Plan
recommended that this facility evaluate its effluent toxicity. High Rock Lake has experienced algal
blooms due to excessive nutrient loading, hence domestic dischargers located upstream are being
required to monitor for nutrients in order to develop a nutrient management strategy.
Permit Issues
• No major issues.
• Previous permit limits were based on effluent guidelines (40CFR 432 Subpart J- 432.103 and
432.107) based on a max of 2,000,0001bs/day raw material (RM) consumed. The current permit
application listed a hoax RIvt of 3,900,000 lbs/day. Despite apparent increase in production, the
DMRs do not indicate any problem in meeting current limits. Therefore, I discussed with the
permittee (Mark Johnson, Plant Mgr, 7/16/99), and he is comfortable•with reissuance of permit with
current limits.
• Nutrient monitoring increased to weekly based on NPDES Policy for High Rock Lake dischargers
with QD > 0.5 MOD.
DMR Data.
• Effluent data for last 12 months (4/99 - 5/98) was evaluated. No permit limit violations were noted.
Monthly average flow ranged front 0.129 - 0.191 MOD.
• Instream monitoring no longer required for this facility.
WLA
• The last WLA was conducted in 1994.
Radon Data.
• MRO (Mike Parker) prepared staff report (dated 2/99) for permit renewal, and recommended that
permit be renewed pending receipt/approval of WLA.

3. Important SOC/JOC or Compliance Schedule dates: N/A
4. Alternative Analysis Evaluation: There is no known alternative available for this facility.
PART IV - EVALUATION AND RECOMMENDATIONS
The permittee (Tyson Foods, Inc.) requests renewal of the subject Permit. This facility
has a total of 88 employees which generate domestic wastewater (in addition to the facility's
process wastewater) that is treated by the existing facilities. The only change in the permit since
it was last renewed is a reduction in permitted flow from 1.7 MGD to 0.500 MGD. This also
resulted in a reduction in the IWC and toxicity testing requirements from 7% to 1.8%.
Tyson is considering the construction of solids removal unit (such as a clarifier) in the
future. An ATC will be necessary for such construction, if requested.
Pending receipt and approval of the WLA, it is recommended that the Permit be renewed.

SUPPLEMENT TO EFFLUENT LIMITATIONS
AND MONITORING REQUIREMENTS
SPECIAL CONDITIONS
A (2). CHRONIC TOXICITY SPECIAL CONDITION
The effluent discharge shall at no time exhibit chronic toxicity using test procedures outlined in the "North Carolina
Ceriodaphnia Chronic Effluent Bioassay Procedure," Revised November 1995, or subsequent versions.
The effluent concentration at which there may be no observable inhibition of reproduction or significant mortality is 1.8%
(defined as treatment two in the procedure document). The permit holder shall perform quarterly monitoring using this
procedure to establish compliance with the permit condition. The tests will be performed during the months of January,
April, July and October. Effluent sampling for this testing shall be performed at the NPDES permitted final effluent
discharge below all treatment processes.
All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring
Form (MR-1) for the month in which it was performed, using the parameter code TGP3B. Additionally, DWQ Form AT-1
(original) is to be sent to the following address:
Attention: Environmental Sciences Branch
North Carolina Division of
Water Quality
4401 Reedy Creek Rd.
Raleigh, N.C. 27607
Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in association
with the toxicity tests, as well as all dose/response data. Total residual chlorine of the effluent toxicity sample must be
measured and reported if chlorine is employed for disinfection of the waste stream.
Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required, the permittee
will complete the information located at the top of the aquatic toxicity (AT) test form indicating the facility name, permit
number, pipe number, county, and the month/year of the report with the notation of "No Flow" in the comment area of the
form. The report shall be submitted to the Environmental Sciences Branch at the address cited above.
Should any single quarterly monitoring indicate a failure to meet specified limits, then monthly monitoring will begin
immediately until such time that a single test is passed. Upon passing, this monthly test requirement will revert to quarterly
in the months specified above.
Should the permittee fail to monitor during a month in which toxicity monitoring is required, then monthly monitoring will
begin immediately until such time that a single test is passed. Upon passing, this monthly test requirement will revert to
quarterly in the months specified above.
Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Water Quality
indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring
requirements or limits.
NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival,
minimum control organism reproduction, and appropriate environmental controls, shall constitute an invalid test and will
require immediate follow-up testing to be completed no later than the last day of the month following the month of the initial
monitoring.

SUBJECT: Renewal of NPDES Permit NC0005126
Harmony, NC Rendering Plant
Dear Sir:
The Harmony Rendering Plant owned by Tyson Foods, Inc. would like to request
renewal of Permit No. NC0005126. Attached to this cover letter you will find the
completed discharge permit application for the Harmony Plant. The current discharge
permit expires on July 31, 1999. I trust the information provided will be adequate for
renewal of our discharge permit. If any other information should be required, please
contact me at 704-546-2602.
Also, an application processing fee schedule was not included in the application renewal
package. I spoke with Mr. Michael Parker of the NC DENR Mooresville, NC regional
office on January 15, 1999, and he informed me of the changes that had taken place. He
indicated that we would be billed on an annual basis. If this should not be the case,
please let me know.
I would also make mention that we did not change our treatment process, but we did
make a sizeable capital investment and purchased new equipment in hopes of improving
our treatment system. We also purchased a forced flash evaporation system for the
processing plant. This system will be used to process the water flows from the rendering
plant before being sent to our pre-treatment plant. The addition of the forced flash
evaporator will increase our flow from the plant to the pre-treatment system, which is
shown on the flow schematic. At present, the forced flash system is being installed and
expected startup is late February or early March, 1999.
Mr. Charles H. Weaver, Jr.

Sludge Management Plan
Sludge is removed weekly from the settling chamber, and also a small
amount is removed from the chlorine contact basin as it is cleaned on a
weekly schedule. Sludge removed from these areas is transported by tanker
trucks for direct land application or taken to an above ground storage tank
for future land application. Sludge from the Harmony treatment plant is land
applied in accordance with Permit No. WQ0000701.
