Change in Reducing Agents

Dear Mr. Overcash:
The Division has reviewed your modification request for the subject facility. The
Division has no current objection to your proposed change in reducing agents. However,
please note that instream dissolved oxygen (D.O.) levels are of great concern to the
Division. If instream D.O. data show a negative impact from the change in reducing
agents, your permit may be reopened to require more frequent D.O. monitoring or other
measures as necessary to preserve instream water quality.
Your request requires no changes to the limits or monitoring frequencies
in your current permit.

Hi Charles,
I don't actually deal with dissolved oxygen issues. We look at modifications to WET Testing and most other changes,
such as this, would be beyond our technical expertise.
Is there a particular reason you wanted us to look at this?
If the chemical change were to effect WET then that would show in their first test.

the construction of the modifications and improvements to Blackburn Elementary School located
on Lohr Lane in Catawba County for Catawba County Schools, hereby state that, to the best of
my abilities, due care and diligence was used in the observation of the following construction:
Installation of a tablet dechlorination system pursuant to the fast track application
received on August 15, 2006, and in conformity with the Minimum Design
Criteria for Dechlorination Facilities.
I certify that the construction of the above referenced project was observed to be built
within substantial compliance and intent of the approved plans and specifications.

The Elementis Chromium Castle Hayne Facility operates an industrial waste treatment facility and
discharges effluent to the Cape Fear River under NPDES Permit No. NC0003875. Currently,
Elementis utilizes sulfur dioxide and ferrous chloride (pickle liquor) to reduce hexavalent chromium
to trivalent chromium. Elementis would like to have the option of using various different reducing
agents in the waste treatment process. Specifically, Elementis requests the use of sulfur based
reducing agents and iron based reducing agents. Some examples of sulfur based and iron based
reducing agents are as follows:
Ferrous Sulfate (dry or aqueous)
Sodium Bisulfate Solution (Aqueous)
Sodium Hydrogen Sulfide
The use of alternative treatment chemicals will not adversely affect the quality of the discharge from
waste treatment. Additionally, Elementis will continue to follow rigorous intemal quality
procedures for qualifying new chemicals to prevent high levels of impurities from being introduced
to the waste water treatment process.
