I didn't realize that the pipes were already in the ground. DAK is a co-signer on the grant application and that seems to indicate a commitment to send their waste to PWC. PWC and the County applied for and got a grant with local matching funds to install the sewer line so they would have sewer service. They also signed the grant as a co -applicant. DAK/DTF was going to have to install pretreatment to meet the limits we had given them. Instead of installing a new system they worked out a deal with Monsanto to buy their WWTP. Once they had made that capital investment the cost to discharge to PWC was substantial as opposed to simply operating the existing WWTP/NPDES discharge. Now there is infrastructure in the ground that is not being used. This is a problem. If DAK/DTF wasn't going to send us all their wastewater, our compromise solution was for DAK/DTF to send a portion to us and a portion to the river. Quite frankly, PWC would prefer they send it all to us but that is up to the state and the permit renewal process. PWC has the hydraulic capacity to accept the waste and the organic capacity at the specified limits. DAK/DTF would like to send it all to the river because they think its cheaper. I can't speak for their cost to send it to the river, we can only provide our fees, which Rob has done. It would seem to me that the state needs to make a decision on their NPDES permit one way or the other and then we will see how the chips fall. If you approve the NPDES permit we will be pressuring them to send at least a portion of their waste to us because of the grant. If the state denies it they will have no option but to send it to us. They have an alternative to the NPDES discharge. We need the state to make a decision so we can get some flow on this line. Can you assist in helping us move the ball forward? I will need a signed application when/if they make a final decision regarding tying on. 2. Allocation table - got it 3. Will need inspections. 4. POCs - there's 3 on checked as present in the discharge that are not limited or monitored for. They must have some data that shows they are present, so evaluate if they need a limit and comment in the synopsis. 5. a. Need the categorical calculations. The previous was submitted in 5/2004 and are different than what is in the current draft IUP. b. Clarify Part III, F regarding the statement that compliance will be judged using process flow for that day. c. Must have a way to measure process flow. d. OHWA - got it. Looks like one problem. Hexachlorobenzene has a MAHL of 0.1857 lbs/day and the limit is 0.929 lbs/day 6. List each entity and their wastestreams. 7. Monitoring frequency for cyanide, copper and zinc must be at least 1/6 month for the POTW. The other categorical parameters are organics and so they only have to be done by the POTW 1/year. 8. Cyanide, copper and zinc are listed twice - in the categorical part and in the monitoring only part. 9. Composite sample definition needs to be corrected. Most of it pretty minor. Only real problem could be the hexachlorobenzene. I will let you know if Teresa thinks a meeting would be beneficial. Part of the EA is a cost analysis where they compare the cost of upgrading their treatment system and keeping their NPDES permit or tying on to PWC. We thought their cost estimates for on -going costs of tying on may have been a little high. They used 0.4 MGD as a discharge flow and I noticed a flow limit of 0.25 MGD. Do you know what the sewer rates for industrial discharge is and how do you surcharge? Have they given you a firm commitment to tie on or are they still looking for their best deal?
