Jeff,
I'll get something more formal to you soon - but in the meantime, just wanted to let you know
we have no problem with using the mag meter on the flow diverted to PWC and subtracting
that from the Parshall flume flow at the influent to the contact chamber (to get a value for the
final effluent flow to the river). I was hesitant at first because Paul had expressed some
concerns. However, I spoke with him about it again today (now that he's working up here)
and showed him your diagram, etc. (I'm copying Belinda Henson so that she will be aware -
she's acting supervisor in Fayetteville).
Just make sure both the Parshall flume and the mag meter are calibrated at least annually
(as required in the permit).
* This decision has no bearing on the final decision with regard to the EAA (I have not yet
started looking at the EAA, but will begin today and continue tomorrow - although I
remember saying that last week as well!).

Re: Effluent Flow Reporting Modification
DAK Resins, LLC

NPDES Permit No. NC0003719
Dear Ms. Wilson:
As discussed in our phone conversation Tuesday 12/14/04, DAK Americas is requesting to modify
our effluent flow reporting procedures.
As you are aware DAK Americas has installed a pumping station and pipeline to a Fayetteville
PWC sump located on the west side of our facility. The pump station is located in our contact
chamber after the Parshall flume. DAK Americas is requesting to install a Rosemont magnetic
flow tube model no. 8711 (see Attachment 1) in a 4 inch section of pipe going to the PWC sump
(see Attachment 2 for details) to accurately measure flow. We are proposing that during the
daily flow monitoring the measurement taken from the new flow meter is subtracted from our
effluent flow meter to accurately record actual daily flow discharged out the permitted 002
outfall.
Please let us know what additional steps need to be taken to move forward with this request. If
you have any questions or would like to discuss in further detail, please do not hesitate to
contact me at 910-371-5082 or 910-262-2288.
Sincerely,
/Jeff Richardson
