Attached is a table of the sample results and copies of the 10 QA/QC packets. The 10 original QA/QC packets can be accessed at the site if needed. Thorpe, Ph.D., Acting Director Mr. Manhar Patel Monsanto Company 3468 Cedar Creek Road Fayetteville, North Carolina 28301 ATA NCDENR NORTH CAROLINA DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES July 30, 2003 Subject: Detection of 1,4-dioxane Monsanto - Fayetteville WWTP Cumberland County Dear Mr. Patel: Recently, 1,4-dioxane was detected in the effluent associated with NPDES Permit NC0003719, issued to the Monsanto Company. While the Monsanto Company no longer manufactures chemical products at the Fayetteville site, Monsanto remains responsible for the NPDES permit and compliance therewith. It is the Division's understanding that Monsanto has identified 1,4-dioxane as a component in both DAK and DuPont's processes, and the processes associated with these facilities are responsible for the detectable levels of 1,4-dioxane in the effluent. To date, no certified data regarding 1,4-dioxane has been provided to the Division. As part of the identification and reduction processes, the Division would like Monsanto to collect effluent data on 1,4-dioxane. A minimum of ten (10) samples, spaced apart in time, is required for the Division to assess the impact of the discharge on the receiving stream. It is recommended that you run duplicate samples and submit QA/QC documentation with your data. Submit these data to the NPDES Unit at the following address: NPDES Unit Division of Water Quality 1617 Mail Service Center Raleigh, North Carolina 27699-1617 In addition, Monsanto should continue to try to directly identify and limit the source of the 1,4-dioxane and any other potential sources of toxicity. Moreover, you should actively pursue connection to the Fayetteville-PWC collection system.
